Integrity Pact
Integrity Pact is a mechanism developed by Transparency International, an NGO, with the aim of curbing corruption and ensuring openness, fairness, and competitiveness in public procurement processes. It involves a monitoring framework that is usually overseen by Civil Society organizations. The central goal of the Integrity Pact is to assist companies that commit to abstain from bribery, assuring them that their competitors will also adhere to this no-bribery principle.
In a recent development, the lieutenant governor of Delhi has mandated the adoption of an integrity pact for all tenders valued at over Rs 10 crore, applying to both government entities and private contractors.
Advantages of Integrity Pact

This results in the same matter being deliberated in three different forums, leading to a squandering of time, effort, and resources.
- Challenges with Overseas Suppliers: There are instances when it becomes challenging to include an international supplier in the Integrity Pact due to factors like cultural disparities, language obstacles, and unfamiliarity with the Indian legal framework.
- Dual-Edged Situation: If the Integrity Pact (IP) is not executed, the accountable authority faces inquiries from the company. Conversely, if the IP compels the supplier to sign, the company risks losing its vendor.
- Deterrent for Government Entities: There exists an uneven playing field since private companies gain an undue advantage. While government companies adhere to complete transparency, private firms remain unaccountable. In situations where a single company fulfills a specific requirement and the supplier declines to endorse the IP. IP functions on a complaint-based mechanism, where often vendors do not have the chance to present their viewpoint, resulting in their unjust treatment.
Despite having several challenges, Integrity pact in India has been a success. According to Transparency International, the majority of the IP compliant Public Sector Undertakings feel that the tool has made public procurements fairer and more competitive and has saved a significant amount of funds for the PSUs.
