What is White, Grey and Black Corruption [Relevant for Public Ethics, Integrity and Aptitude]
Can you imagine that even Corruption comes in varying colors.
Yes! It does because Life itself is not simple and in every context one has varying shades of “Grey” to deal with. Life is not Black and White afterall.
Thai political scientist Somporn Saengchai (1985) classified corruption based on Heidenheimer (1978) into three main types:
- White corruption– Corruption which the public visualizes as a common thing and allows it to happen since it has no serious effect to society. Eg; maintenance of street lighting around railway station given by electricity department in consonance with PWD official to a third party .
- Grey corruption–In this type of corruption the public is still unclear about its processes and impacts. Academics think it is a serious issue but the public seems to be reluctant. Eg: giving permission to install bill-board overlooking the SOPs in gazette to favour someone.
- Black corruption-This type of corruption society and all parties concerned judge a wrong conduct that requires to be punished in accordance with legal framework. Eg: fire mishap in neo-natal baby care centre not having clearance from the fire department involving death of new born.
Here, one can see how White corruption can mature into Grey and Grey into Black Corruption when conditions changes with some recent true incidence.

How a bill-board in a petrol pump located in Ghatkopar of Mumbai fell on the ground after a sand storm hit the area killing many.
How a neo-natal baby care located in East Delhi caught fire killing 6 new born.
