Bhambri, an educationist and professor of Political Science, believes that more must be done to change the citizens’ apathetic attitude and encourage their active participation in the functioning of the administration. According to him, establishing linkages between citizens and the administration is crucial to foster mutual trust and appreciation, bridging the existing gap between the two in India.

Such an agency would enable the administration to understand the public’s wishes and aspirations, provide guidance to the public on their thoughts, desires, and actions in specific areas of activity, and foster satisfactory communication between officials and the public regarding the administration’s initiatives.

The egalitarian goals enshrined in our country’s Constitution cannot be achieved through the efforts of the administration alone. If we are to bring about a comprehensive transformation in our traditional and underdeveloped society, the tendency of our people to rely solely on government administration to fulfill all their needs must be abandoned. The public must shed its negative role and adopt a more proactive one. Aspiring for progress and prosperity requires an active and engaged attitude towards one’s own development issues. Administrators should ensure that they interact with the common people, particularly those in rural areas, as they are the ones who require the administrators’ assistance the most.

Indifference and detachment from the activities of the democratic government are not conducive to achieving these goals. The public’s initiative, interest, wholehearted support, and active cooperation, along with direct participation in governmental activities, must be mobilized to support the extensive efforts of our public administration.

The success of administration relies on the involvement, commitment, dedication, and sacrifices made by public servants for the welfare of the masses in the country. Administrators should ensure that they interact with the common people, particularly those in rural areas, as they are the ones who require the administrators’ assistance the most. In this regard, the Hota Committee aptly noted, “The introduction of sophisticated technology alone will not make the administration people-friendly unless higher civil servants have a proactive attitude and reach out to the common people. They must dedicate more time to field visits, inspections, tours, and overnight stays in remote and rural areas.”
