Shri Arvind Saxena (Chairman)

  • Shri Arvind Saxena studied Civil Engineering at the Delhi College of Engineering and did his M.Tech. in Systems & Management from the Indian Institute of Technology, New Delhi in 1978. During the study programs, he worked with Hindustan Photo Films in Ootacamund, Tamil Nadu, Operations Research Group, a Sarabhai Group company in Baroda, Gujarat and, Engineering Projects (India) Ltd. in New Delhi gaining experience in management and control of large and complex projects. Selected for the Civil Services, he joined the Indian Postal Service in 1978.
  • He worked as Divisional Head of Postal Services at Bharatpur and Kota, covering the districts of Bharatpur, Dhoulpur, Kota, Jhalawar and Baran in Rajasthan. He was brought to Delhi in 1982 to take over as Officer on Special Duty, in-charge of arrangements for postal services for the IX Asian Games and the 7th Non-Aligned Summit Meet. After handling these assignments, he took over as Philately Officer at the Postal Directorate in New Delhi and subsequently as OSD for modernisation of the Stamps and Seals Factory in Aligarh.
  • He was posted as Director, Mail Planning Operations at Bombay, looking after mail arrangements in the states of Maharashtra, Gujarat and Madhya Pradesh before being selected as Principal of the prestigious P&T Training Centre at Saharanpur, U.P. During this assignment he worked with the Committee of Experts for Excellence in Postal Services. He drafted papers for this Committee, which included reports on the largest ever consumer and employee survey for the postal services and inputs from experts oninduction of technology and modern management practices in postal operations in India.
  • He alsounderwent a program for trainers at the University of Manchester in U.K.He joined the Research & Analysis Wing of the Cabinet Secretariat in 1988 and specialised instudy of strategic developments in neighbouring countries. Served in five countries and Jammu & Kashmir, he travelled extensively, attaining domain specialisation in developments relating to China, Pakistan and other regional countries as well as economic, military, international terrorism and S&T issues. He took over as Special Secretary in-charge of the Aviation Research Centre in 2014, where he continued till he demitted charge in May 2015. Shri Arvind Saxena joined as Member, UPSC on May 08, 2015.

Dr. Manoj Soni

  • Dr. Manoj Soni, former Vice Chancellor of Dr. Babasaheb Ambedkar Open University, took the Oath of Office and Secrecy as Member, Union Public Service Commission (UPSC) here today. The Oath was administered by the UPSC Chairman Prof. David R. Syiemlieh.

Born on 17th February, 1965, Dr. Soni, a scholar of Political Science with specialization in International Relation Studies, earned his doctorate in “Post-Cold War International Systemic Transition and Indo-US Relations” from Sardar Patel University. Dr. Manoj Soni has been the youngest-ever Vice Chancellor in independent (India).

Dr. Soni is the recipient of several awards and recognitions including the rare honour of “Honorary Mayor-President of the City of Baton Rouge” by Mayor-President of Baton Rouge, Louisiana, USA and World Education Congress Global Award for Distance Learning Leadership.

Ms. Smita Nagraj

  • Ms. Smita Nagaraj took the oath of office and secrecy as Member, Union Public Service Commission (UPSC), here today. The oath was administered by Prof. David R. Syiemlieh, Chairman, UPSC.
  • An Officer of the 1984 Batch of Indian Administrative Service (IAS) of Tamil Nadu Cadre, Ms. Nagaraj, during her career spanning over 33 years, has held several important positions in the Central Government as well as in the Government of Tamil Nadu. She served as Executive Director of the Central Social Welfare Board, Director in the Department of Personnel & Training, Joint Secretary in the Ministry of Defence and prior to her joining the Commission, she was working as Director General (Acquisition) in the Ministry of Defence. In the State also, she held various important positions in the Energy, Finance, Health and Small Industries Department.

 Prof. (Dr.) Pradeep Kumar Joshi

  • Professor (Dr.) Pradeep Kumar Joshi is current Member of Union Public Service Commission. Prior to this, he served as Chairman, Chhattisgarh Public Service Commission and also Chairman, Madhya Pradesh Public Service Commission. He also served as Director, National Institute of Educational Planning & Administration (NIEPA), [Ministry of HRD, Govt. of India] (now the position of Director has been changed to Vice Chancellor & NIEPA has been changed to NUEPA (National University of Educational Planning & Administration).
  • Prof. Joshi did his Post Graduate Degree in Commerce in 1977 and Ph.D. Degree in Commerce in 1981 from Kanpur University, Kanpur. Professor Joshi has been in the field of education for more than 28 years. He served as the Professor, Head & Dean, Faculty of Management Studies, Rani Durgavati University, Jabalpur (MP) since May 2000 to 12th June 2006. He also served as the Chairman, Board of Studies and Chairman, R.D.C. in Business Administration, Rani Durgavati University, Jabalpur (MP) during that period (till June 2006). Prior to that, he served Department of Business Administration, Rohilkhand University, Bareilly (UP) and Bareilly College, Bareilly (UP) as Reader. Professor Joshi has held several administrative positions during his tenure as an Educator.
  • He has been the Member of various National and State Level Committees under the Govt of India. He was the Member at State Level Committee for the Commemoration of 50th Anniversary of Indian Republic in Ministry of Culture, Government of India; Former Member, Steering Committee Commission for Reform in Education under the Ministry of HRD, Govt. of India; Former Member Steering Committee-cum-clearing House for Distance Education under the Ministry of HRD, Government of India; Former Member, National Resource Group for Sarva Shiksha Abhiyan [SSA], Ministry of HRD, Govt. of India; Former Member, Teacher Education Approval Board, Ministry of HRD, Govt, of India; Former Member, Central Advisory Board of Education (CABE) – this is the highest advisory body to advise the Central and State Governments in the field of education. Professor Joshi has been an eminent researcher and educationist having more than 28 years of teaching experience.
  • He specialized in the field of Financial Management, Financial Control, Management Accounting, Taxation, Rural Development Management, Management in Panchayati Raj Institution & Khadi Gramodyog etc. He has published and presented research papers in several national and international conferences and seminars. Being an active educationist, he has delivered lectures and had academic interactions in various foreign countries like Belgium, Holland, England, Nepal and Japan. He has supervised 19 scholars for their Ph.D. Degree and around 24 Dissertations have been submitted under his guidance. He was appointed Member, UPSC on 12th May, 2015.

 Shri Bhim Sain Bassi

  • Shri Bhim Sain Bassi was born on February 20, 1956. He is a Commerce graduate from Delhi’s Shri Ram College of Commerce and further pursued a degree in law. Shri Bassi was a 1977 Batch IPS (Indian Police Services) Officer of AGUMT Cadre (Arunachal Pradesh, Goa, Mizoram and Union Territories). After training at National Police Academy, Hyderabad, his first posting was as an Assistant Superintendant of Police in Pondicherry in 1980. Thereafter he served for 3½ years as SP in various assignments including three districts in Arunachal Pradesh. In October 1984, he was posted to Delhi where he served till 1993. His postings included DCP/North District, DCP/North-East District and DCP/Security. Shri Bassi was on deputation to the Intelligence Bureau from 1993 to 1998. On his return to the cadre, he served as the Inspector-General of Police in Chandigarh from 2000 to 2002.
  • Following this stint, he was transferred back to Delhi as Joint Commissioner of Police, Southern Range. After being promoted to the rank of Special Commissioner, he headed the Vigilance and the Intelligence units of the Delhi Police. In the year 2009, Shri Bassi was appointed as DGP, Goa, where he served till 2011. During this period he took a number of steps to improve functioning of police. This included setting up of a modern Police Control Room and revamping of the Commando unit of Goa Police.
  • On his return from Goa to Delhi, he served as the Special Commissioner of Police, Traffic, before becoming Special Commissioner, Administration. On July 31, 2013, Shri Bassi was appointed as the Commissioner of Police, Delhi. He headed Delhi Police for over two-and-a-half years, till February 2016, giving a much-needed stability to the 85,000-strong force. Shri Bassi had taken over the reins of the force at a time when it had faced bitter criticism on the issue of providing security to Delhi residents, especially women. His major challenges included bringing down cases of sexual violence against women and children, fighting terror and curbing street crimes. Shri Bassi was considered as an innovative police officer who took a number of steps to enhance use of digital technology in policing. In particular, e-FIR for lodging auto thefts and other thefts, stand out in this regard. Shri Bassi is the recipient of President’s Police medals for Meritorious Service (1996) and Distinguished Service (2002). Shri B.S. Bassi joined as Member, Union Public Service Commission on 31.5.2016.

Air Marshal Ajit Shankarrao Bhonsle,

  • Air Marshal Ajit Shankarrao Bhonsle, AVSM, VSM took the oath of office and secrecy as Member, Union Public Service Commission (UPSC) here today. The oath was administered by Prof. David R. Syiemlieh, Chairman, UPSC.
  • He was born on 15.02.1957. He has done M.Sc., MBA and M. Phil from National Defence Academy, Defence Services Staff College, College of Defence Management and National Institute of Defence Studies, Japan. He has rich and varied experience in Command and Staff appointments during the 39 years of service in the IAF. His forte is Flying Operations, Pre-commissioning Military Training & Education, Infrastructure development, Counter Intelligence, Capacity Building of Training Institutions, Defence Civilian Personnel Management, Cyber Security and Aviation Safety. He is the recipient of two Presidential Awards:- Vishisht Seva Medal and Ati Vishisht Seva Medal.

Ms. Sujata Mehta

  • Ms. Sujata Mehta, IFS 1980, took the affirmation of office and secrecy as Member, Union Public Service Commission. The oath was administered by Chairman, UPSC.
  • She was born on 30.03.1957. She has done Master of Philosophy in Political Science. She served in Indian Missions in Mascow, Dhaka and at United Nations in New York. She also served on deputation to the United Nations in Gaza and New York. She served as Ambassador to Spain and as Ambassador and Permanent Representative to the Conference on Disarmament in Geneva before returning to Headquarters in July, 2013 as Additional Secretary and later Special Secretary. She was appointed Secretary(ER) in Ministry of External Affairs in February, 2014 and has taken charge as Secretary(West) in the Ministry on January 11, 2016

 M Sathiyavathy

The former Labour Secretary has taken the oath of office and secrecy as Member, which was administered by UPSC Chairman, Vinay Mittal

M Sathiyavathy, who has held several important positions in the Central Government during her 35-year career, took the oath of office and secrecy as a member of Union Public Services Commission (UPSC) on Monday. She is an officer of the 1982 batch of Indian Administrative Service (IAS) of AGMUT cadre, and the oath was administered by Vinay Mittal, Chairman of the UPSC.

Prior to joining the Commission, she held the position of Secretary of the Ministry of Labour and Employment. According to the notification issued by the Press Information Bureau, in her Cadre she has held various responsible positions such as Secretary in the Department of Welfare, Social Justice & Empowerment, Govt. of Puducherry; Secretary in the Department of Education & Human Resource Development, Government of Puducherry; and Chief Secretary, Govt. of Puducherry.

During her distinguished career, she has served as the first woman Director General of Civil Aviation, after which she was appointed as OSD to Ministry of Labour & Employment. She then joined as Secretary, Ministry of Labour & Employment, a post she has held up to now.

Other positions that Sathiyavathy has held include Joint DG in the Directorate General of Foreign Trade, Ministry of Commerce & Industry; Controller, ISRO Satellite Centre, Department of Space; Member Secretary, Central Silk Board, Ministry of Textiles; Additional Secretary & Financial Adviser, Ministry of Civil Aviation; and Director General, Directorate General of Civil Aviation.

 Shri Bharat Bhushan Vyas takes Oath of Office and Secrecy as Member, UPSC

Shri Bharat Bhushan Vyas, IAS (J&K 1986) (Retd.) took the Oath of Office and Secrecy as Member, Union Public Service Commission (UPSC) today. The Oath was administered by Shri Arvind Saxena, Chairman, UPSC.

He was born on 15/11/1957. He has done B.Sc. (Botany). He joined Indian Administrative Service in 1986. He served in State & Centre in various capacities and retired as Chief Secretary, Jammu & Kashmir. Before assuming charge as Member, UPSC, he was serving as Adviser to the Governor, Jammu & Kashmir.

 Dr. T.C.A Anant takes Oath of Office and Secrecy as Member, UPSC

Dr. T.C.A Anant, former Chief Statistician of India & Secretary, Ministry of Statistics and Programme Implementation, took the Oath of Office and Secrecy as Member, Union Public Service Commission (UPSC) here today. The Oath was administered by Shri Arvind Saxena, Chairman, UPSC.

Dr. Anant’s academic background includes Ph. D from Cornell University and Masters in Economics from Delhi School of Economics, University of Delhi. Prior to his appointment as Chief Statistician, Dr. Anant served as Professor at Delhi School of Economics for more than a decade. Dr. Anant has served in a number of Expert Committees of various Ministries and Agencies of Government of  India. Dr. Anant has served in the Academic Council and Boards of a number of universities and has been a Consultant to many International Organizations. His publications in the field of Labour, Industry and Economic Theory have appeared in a number of International and National journals. He was also Joint Managing Editor of the Journal of Quantitative Economics.

Shri Rajiv Nayan Choubey takes Oath of Office and Secrecy as Member, UPSC

Shri Rajiv Nayan Choubey, took the Oath of office and Secrecy as Member, Union Public Service Commission today. The oath was administered by Shri Arvind Saxena, Chairman, UPSC.

An officer of the 1981 batch of Indian Administrative Service of Tamil Nadu Cadre, Shri Choubey during his career spanning over more than 35 years, has held several important positions in the Central Government as well as in the Government of Tamil Nadu. He served as Joint Secretary in the Department of Economic Affairs, Development Commissioner (Handloom) in the Ministry of Textiles, Director General in the Directorate General of Hydrocarbons, Ministry of Petroleum & Natural Gas, Additional Secretary, Ministry of Power, Special Secretary, Ministry of Power and prior to his joining the Commission, he was serving as Secretary in the Ministry of Civil Aviation, In the State also, he held various important positions in the Revenue, Rural Development, Transport, Finance, Industries, Telecommunications and Personnel & General Administration Department.
