{"id":9691,"date":"2020-09-11T12:52:13","date_gmt":"2020-09-11T07:22:13","guid":{"rendered":"https:\/\/triumphias.com\/blog\/?p=9691"},"modified":"2020-09-11T12:52:13","modified_gmt":"2020-09-11T07:22:13","slug":"including-disabled-persons-under-nfsa-2013","status":"publish","type":"post","link":"https:\/\/triumphias.com\/blog\/including-disabled-persons-under-nfsa-2013\/","title":{"rendered":"Including Disabled Persons under NFSA 2013"},"content":{"rendered":"<p><span style=\"color: #0000ff;\"><strong>Relevance: Sociology: Poverty, deprivation and inequalities. &amp; G.S paper I: Society and social issues &amp; G.S paper II: Government Schemes and policies for the vulnerable sections<\/strong><\/span><\/p>\n<p><span style=\"color: #ff0000;\"><b>Why In News?<\/b><\/span><\/p>\n<p>Recently, the Ministry of Consumer Affairs, Food &amp; Public Distribution issued directions to States\/UTs to include all\u00a0<b>eligible disabled persons\u00a0<\/b>under the<b>\u00a0National Food Security Act 2013.<\/b><\/p>\n<h4><span style=\"color: #ff0000;\"><strong>Background:<\/strong><\/span><\/h4>\n<ul>\n<li>The\u00a0<strong>Atma Nirbhar Bharat Abhiyan<\/strong>\u00a0benefits are for those people who are\u00a0<strong>not secured under NFSA Act or Public Distribution System of States.<\/strong>\u00a0Hence, the disabled people without proportions cards are likewise qualified to get benefits under Atma Nirbhar Bharat Abbhiyan.<\/li>\n<li><strong>Segment 10 of NFSA<\/strong>\u00a0gives inclusion of people\u00a0<strong>under Antyodaya Anna Yojana.<\/strong><\/li>\n<\/ul>\n<h4><span style=\"color: #ff0000;\"><b>Key Highlights:\u00a0<\/b><\/span><\/h4>\n<ul>\n<li>The states have been directed to provide an\u00a0<strong>entitled quota of foodgrains to eligible disabled persons<\/strong>\u00a0under the\u00a0<b>NFSA<\/b>\u00a0and\u00a0\u00a0<b>Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY).<\/b><\/li>\n<li>\u00a0They have been directed to\u00a0<b>issue fresh ration<\/b>\u00a0<b>cards<\/b>\u00a0to eligible disabled persons not covered under the NFSA.<\/li>\n<li>\u00a0They have been asked to cover disabled persons who do not have ration cards under the\u00a0<b>Aatmanirbhar Bharat Package scheme.<\/b><\/li>\n<\/ul>\n<h4><span style=\"color: #ff0000;\"><b>About the National Food Security Act (NFSA), 2013:<\/b><\/span><\/h4>\n<p><img decoding=\"async\" src=\"https:\/\/pbs.twimg.com\/media\/De6ztqpVQAAMn6i.jpg\" alt=\"PIB India on Twitter: &quot;LIVE from Press Conference by Union Minister  @irvpaswan. A brief on National Food Security Act (2013): Ensuring  Citizen's Right to Food Security #SaafNiaytSahiVikas  #48MonthsofTransformingIndia \u27a1\ufe0fhttps:\/\/t.co\/xEZCft9h8j\u2026 https ...\" \/><\/p>\n<ul>\n<li>Under it, all state governments have to<strong>\u00a0identify households that are eligible for purchasing subsidized food grain<\/strong>\u00a0from the\u00a0<strong>Public Distribution System<\/strong>\u00a0and provide them with ration cards.<\/li>\n<li>Under the NFSA, the central government\u00a0<strong>distributes highly subsidised foodgrains<\/strong>\u00a0to more than\u00a0<strong>81 crore beneficiaries<\/strong>\u00a0in the country.<\/li>\n<li>Each\u00a0<strong>beneficiary is entitled to 5 kg foodgrains at a rate of Rs 1-3 per kg<\/strong>.<\/li>\n<li>The act provides\u00a0<strong>benefits to pregnant and lactating mothers.<\/strong>\u00a0They are to be provided with maternity\u00a0<strong>benefit of not less than Rs 6,000.<\/strong><\/li>\n<li>The\u00a0<strong>children up to 14 years of age<\/strong>\u00a0are to be entitled to nutritious meals.<\/li>\n<li>There are provisions to<strong>\u00a0set up grievance redressal mechanisms.<\/strong><\/li>\n<li><img decoding=\"async\" src=\"https:\/\/www.insightsonindia.com\/wp-content\/uploads\/2017\/04\/food-security.jpg\" alt=\"food security - INSIGHTSIAS\" \/><\/li>\n<\/ul>\n<p><span style=\"color: #ff0000;\"><b>Important sections of the (NFSA), 2013-<\/b><\/span><\/p>\n<ul>\n<li><b>Section 38<\/b>\u00a0of the Act mandates that the Central Government may from\u00a0<strong>time to time give directions to the State Governments<\/strong>\u00a0for effective implementation of the Act.<\/li>\n<li><b>The Section 10<\/b>\u00a0of Act provides for coverage of persons under the\u00a0<b>Antyodaya Anna Yojana<\/b>\u00a0in accordance with the guidelines applicable to the scheme and the remaining households as priority households in accordance with such guidelines as the States Government may specify.<\/li>\n<\/ul>\n<p><span style=\"color: #ff0000;\"><b>Objectives<\/b>\u00a0\u2013<\/span><\/p>\n<ul>\n<li>The objective is to provide for food and nutritional security.<\/li>\n<li>The act entitled, highly subsidized food grains under PDS.<\/li>\n<\/ul>\n<h4><span style=\"color: #ff0000;\"><b>About Pradhan Mantri Garib Kalyan Yojana<\/b>(<b>PMGKY):<\/b><\/span><\/h4>\n<ul>\n<li>The \u20b91.7 Lakh Crore relief package named PMGKY\u2013was announced by the\u00a0 Union government to alleviate the distress caused by COVID-19 pandemic.<\/li>\n<li>Initially, it was implemented for three months till June and later extended till November.<\/li>\n<li><b>Insurance cover<\/b>\u2013 Insurance cover of Rs 50 Lakh per health worker fighting COVID-19 to be provided under Insurance Scheme<\/li>\n<li><b>Foodgrains to poor<\/b>\u2013 80 crore poor people will get 5 kg wheat or rice and 1 kg of preferred pulses for free every month for the next three months<\/li>\n<li><b>Jhan Dhan account holders<\/b>\u2013 20 crore women Jan Dhan account holders to get Rs 500 per month for next three months<\/li>\n<li><b>Relief to\u00a0 Senior citizens<\/b>\u2013 An ex-gratia of Rs 1,000 to 3 crore poor senior citizen, poor widows and poor disabled<\/li>\n<li><b>For Farmers<\/b>\u2013 Government to front-load Rs 2,000 paid to farmers in the first week of April under existing PM Kisan Yojana to benefit 8.7 crore farmers<\/li>\n<li><b>Construction workers-<\/b>Central Government has given orders to State Governments to use Building and Construction Workers Welfare Fund to provide relief to Construction Workers.<\/li>\n<li><b>Wage-earners<\/b>\u2013 Those earning below \u20b915000\/month in firms having less than 100 workers will receive 24% of their monthly wages into their PF accounts for the next three months.<\/li>\n<\/ul>\n<p><img decoding=\"async\" src=\"https:\/\/images.indianexpress.com\/2019\/09\/malnutrition-1.jpg\" alt=\"Daily Current Affairs IAS | UPSC Prelims and Mains Exam \u2013 19th September  2019 | IASbaba\" \/><\/p>\n<h4><span style=\"color: #ff0000;\"><b>About Antyodaya Anna Yojana:<\/b>\u00a0<\/span><\/h4>\n<ul>\n<li>It is a part of<strong>\u00a0NFSA (National Food Security Act)<\/strong>\u00a0and the households under AAY are entitled to 35 Kg of foodgrains per month.<\/li>\n<li>It was launched by the NDA government on 25 December 2000 and first implemented in the Indian state of Rajasthan.<\/li>\n<li><b>Coverage<\/b>: It covers the poorest of the poor families from amongst the BPL families covered under the Targeted Public Distribution System(TPDS) within the States.<\/li>\n<\/ul>\n<p><span style=\"color: #0000ff;\"><strong>For more such notes, Articles, News &amp;
