As the pandemic transcends geopolitical boundaries the role played by WHO is questioned.<\/p>\n<table cellspacing=\"0\">\n<tbody>\n<tr>\n<td><span style=\"color: #0000ff; background-color: #ffcc00;\"><strong>World Health Organisation (WHO)<\/strong><\/span><\/td>\n<\/tr>\n<tr>\n<td>\n<ul>\n<li>It was set up on April 7, 1948, after its constitution was signed by 61 countries on July 22, 1946, at the<strong>\u00a0first meeting of the World Health Assembly.\u00a0<\/strong>\n<ul>\n<li><strong>The Geneva-headquartered organization has six regional offices<\/strong>\u00a0and 194 members currently.<\/li>\n<\/ul>\n<\/li>\n<li>It is a\u00a0<strong>specialized agency of the United Nations<\/strong>\u00a0responsible for international public health.<\/li>\n<li>Its primary role is to direct and coordinate international health<strong>\u00a0within the United Nations system.<\/strong><\/li>\n<\/ul>\n<p><strong>Its main areas of work<\/strong>\u00a0are health systems; health through the life-course; noncommunicable and communicable diseases; preparedness, surveillance and response; and corporate services.<\/p>\n<p><span style=\"color: #0000ff; background-color: #ffcc00;\"><strong>WHO\u2019s functions:<\/strong><\/span><\/p>\n<ul>\n<li>To act as the<strong>\u00a0<span style=\"color: #ff0000;\">directing and coordinating authority on international health work;\u00a0<\/span><\/strong><\/li>\n<li>To establish and maintain effective collaboration with the United Nations, specialized agencies, governmental health administrations, professional groups and such other organizations as may be deemed appropriate;<\/li>\n<li>To assist Governments, upon request, in strengthening health services;<\/li>\n<li>To furnish appropriate technical assistance and, in emergencies, necessary aid upon the request or acceptance of Governments;<\/li>\n<\/ul>\n<p><img decoding=\"async\" src=\"https:\/\/image.slidesharecdn.com\/roleofinternationalorganisationinruraldevelopment-170512045834\/95\/role-of-internationalorganisationinruraldevelopment-10-638.jpg?cb=1494565152\" alt=\"Role of international_organisation_in_rural_development\" \/><\/p>\n<p><span style=\"color: #0000ff; background-color: #ffcc00;\"><strong>Membership:<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"color: #ff0000;\"><strong>Members of the United Nations<\/strong><\/span>\u00a0may become Members of the Organization by signing or otherwise accepting WHO\u2019s Constitution in accordance with the provisions of Chapter XIX and in accordance with their constitutional processes.<\/li>\n<li>Territories or groups of territories which are not responsible for the conduct of their international relations may be admitted as\u00a0<strong>Associate Members<\/strong>\u00a0by the Health Assembly.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><span style=\"text-decoration: underline;\"><span style=\"color: #ff0000;\"><strong>Criticism of role played by WHO amid the pandemic<\/strong><\/span><\/span><\/p>\n<p><span style=\"color: #ff0000;\"><strong>Slow response:<\/strong><\/span><\/p>\n<p>With the necessary arrangements of regional offices in six geographical regions and country offices across 150 countries, the WHO was expected to play the<strong>\u00a0<span style=\"color: #ff0000;\">dual role of a think tank and oversee global responses to public health emergencies.\u00a0<\/span><\/strong><\/p>\n<p>The earliest COVID-19 positive case in China was reported in November 2019 but China informed the WHO about the disease only in January.<\/p>\n<p>With the WHO country representative stationed in Beijing, it is unlikely that widespread transmission went unnoticed.<\/p>\n<p><span style=\"color: #ff0000;\"><strong>Ignoring hints by other countries<\/strong><\/span><\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>Even though confirmed COVID-19 cases were reported from Japan, South Korea, Taiwan, and the U.S. in January 2020 the WHO continued to downplay the severity of the virus.<\/li>\n<li>WHO is also alleged to be ignoring<strong>\u00a0<span style=\"color: #ff0000;\">Taiwan\u2019s hints of human-to-human transmission<\/span><\/strong><span style=\"color: #ff0000;\">\u00a0<\/span>and requests on sharing \u201crelevant information\u201d.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"color: #ff0000;\"><strong>No proactive role<\/strong><\/span><\/p>\n<p>WHO has been\u00a0<strong>reduced to a coordinating body<\/strong>, beholden to the interests of rich member states.<\/p>\n<p>The\u00a0<strong>functional efficiency of WHO<\/strong>\u00a0has been disadvantaged with<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>Organisational lethargy,<\/li>\n<li>Absence of decisive leadership,<\/li>\n<li>Bureaucratic indolence,<\/li>\n<li>Underfunded programmes, and<\/li>\n<li>Inability to evolve to meet the needs of the 21st century.<strong>\u00a0<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Role played by Director-General<\/strong>\u00a0Tedros Adhanom has also been criticised for his<strong>\u00a0leadership abilities\u00a0<\/strong>during this pandemic.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><span style=\"color: #ff0000;\"><strong>Favouring a donor-driven agenda:<\/strong><\/span>\n<ul>\n<li>WHO is funded through assessed contributions made by the member states and voluntary contributions from member states and private donors.<\/li>\n<li>While assessed contributions can be spent as per the organisation\u2019s priorities approved at the World Health Assembly,\u00a0<strong>the irregular voluntary contributions are allocated in consultation with the donors.<\/strong>\n<ul>\n<li>While voluntary contributions accounted for nearly 80% of the budget in 2018-19, assessed contributions merely constituted 17% of the total budgetary support.<\/li>\n<\/ul>\n<\/li>\n<li>The\u00a0<strong>challenges owing to constrained finances encumber autonomy in decision-making<\/strong>\u00a0by favouring a donor-driven agenda.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Conclusion:<\/strong><\/p>\n<ul>\n<li>While the WHO has failed in arresting the COVID-19 pandemic,\u00a0<strong>governments across the globe are equally responsible<\/strong>\u00a0for their inept handling and ill-preparedness.<\/li>\n<li>However, that does not vindicate the WHO\u2019s inadequate response in handling the crisis. Many countries, especially in\u00a0<strong>Africa and Asia, rely predominantly on the WHO for enforcing policy decisions<\/strong>\u00a0governing public health.
