Infrastructure: Energy, Ports, Roads, Airports, Railways etc.<\/span><span class=\"ez-toc-section-end\"><\/span><\/h1>\n<p><img decoding=\"async\" src=\"https:\/\/www.indiathinkers.com\/wp-content\/uploads\/2020\/04\/elctricity-amendment-bill-2020.jpg\" alt=\"Electricity Act Amendment Bill 2020 | INDIATHINKERS\" \/><\/p>\n<p><span style=\"color: #ff0000;\"><strong>Why in news?<\/strong><\/span><\/p>\n<h1 class=\"page-title\"><span class=\"ez-toc-section\" id=\"For_supply_of_quality_power_at_affordable_prices_the_Ministry_of_Power_has_issued_a_draft_proposal_for_amendment_of_Electricity_Act_2003_in_the_form_of_draft_Electricity_Act_Amendment_Bill_2020\"><\/span><span style=\"font-size: 1.125rem;\"> For supply of quality power at affordable prices the Ministry of Power has issued a draft proposal for amendment of Electricity Act, 2003 in the form of draft Electricity Act (Amendment) Bill, 2020.<\/span><span class=\"ez-toc-section-end\"><\/span><\/h1>\n<\/header>\n<\/section>\n<div class=\"entry-content\">\n<p><span style=\"color: #ff6600;\"><b>Key highlights about the proposed amendments:<\/b><\/span><\/p>\n<p><b>Viability of Electricity Distribution Companies (Discoms)<\/b><\/p>\n<p>\u2022 <strong>Cost reflective Tariff:<\/strong> To eliminate the tendency of some Commissions to provide for regulatory assets, it is being provided that the Commissions shall determine tariffs that are reflective of cost so as to enable Discoms to recover their costs.<\/p>\n<p>\u2022 <strong>Direct Benefit Transfer:<\/strong> It is proposed that tariff be determined by Commissions without taking into account the subsidy, which will be given directly by the government to the consumers.<\/p>\n<p><span style=\"color: #ff0000;\"><b>Sanctity of Contracts<\/b><\/span><\/p>\n<p>\u2022 <strong>Establishment of Electricity Contract Enforcement Authority:<\/strong> A Central Enforcement Authority headed by a retired Judge of the High Court is proposed to be set-up with powers of the Civil Court to enforce the performance of contracts related to purchasing or sale or transmission of power between a generating, distribution or transmission companies.<\/p>\n<p>\u2022 <strong>Establishment of adequate Payment Security Mechanism for scheduling of electricity<\/strong> \u2013 It is proposed to empower Load Dispatch Centres to oversee the establishment of adequate payment security mechanism before scheduling dispatch of electricity, as per contracts.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/powermin.nic.in\/sites\/default\/files\/styles\/slider_1024x422\/public\/1_roshan-india-UDAY-ujala.jpg?itok=9AFcf9Sm\" alt=\"Welcome to Government of India | Ministry of Power\" \/><\/p>\n<p><span style=\"color: #ff0000;\"><b>Strengthening the regulatory regime<\/b><\/span><\/p>\n<p>\u2022 <strong>Strengthening of the Appellate Tribunal (APTEL):<\/strong> It is proposed to increase the strength of APTEL to seven apart from the Chairperson so that multiple benches can be set-up to facilitate quick disposal of cases.
