{"id":5829,"date":"2020-01-23T14:19:58","date_gmt":"2020-01-23T08:49:58","guid":{"rendered":"https:\/\/triumphias.com\/blog\/?p=5829"},"modified":"2020-01-23T14:19:58","modified_gmt":"2020-01-23T08:49:58","slug":"bru-refugees-in-tripura-agreement-to-settle","status":"publish","type":"post","link":"https:\/\/triumphias.com\/blog\/bru-refugees-in-tripura-agreement-to-settle\/","title":{"rendered":"Bru refugees in Tripura: Agreement to settle"},"content":{"rendered":"<p><span style=\"color: #3366ff;\"><strong>Relevance: Mains G.S paper II: Welfare scheme for vulnerable sections of the society<\/strong><\/span><\/p>\n<p><a href=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Bruu.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-5833\" src=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Bruu-1024x1024.jpg\" alt=\"\" width=\"810\" height=\"810\" srcset=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Bruu-1024x1024.jpg 1024w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Bruu-150x150.jpg 150w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Bruu-300x300.jpg 300w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Bruu-768x768.jpg 768w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Bruu.jpg 1200w\" sizes=\"auto, (max-width: 810px) 100vw, 810px\" \/><\/a><br \/>\n<span style=\"color: #ff0000;\"><strong>Context:<\/strong><\/span><\/p>\n<ul>\n<li>An agreement was signed recently among the Bru leaders and the Governments of India, Tripura, and Mizoram.<\/li>\n<\/ul>\n<p><a href=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Bru-Image.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5830\" src=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Bru-Image.jpg\" alt=\"\" width=\"247\" height=\"204\" srcset=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Bru-Image.jpg 247w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Bru-Image-150x124.jpg 150w\" sizes=\"auto, (max-width: 247px) 100vw, 247px\" \/><\/a><\/p>\n<p><span style=\"color: #ff0000;\"><strong>About the Bru agreement:<\/strong><\/span><\/p>\n<ul>\n<li>This agreement gives the Bru community their choice of living in either the state of Tripura or Mizoram.<br \/>\n\u2022 All Bru currently living in temporary relief camps in Tripura will be settled in the state, if they want to stay on.<br \/>\n\u2022 The Bru who returned to Mizoram in the eight phases of repatriation since 2009, cannot, however, come back to Tripura.<br \/>\n\u2022 To ascertain the numbers of those who will be settled, a fresh survey and physical verification of Bru families living in relief camps will be carried out.<br \/>\n\u2022 The Centre will implement a special development project for the resettled Bru; this will be in addition to the Rs 600 crore fund announced for the process, including benefits for the migrants.<\/li>\n<\/ul>\n<p><a href=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Brue.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5832\" src=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Brue.jpg\" alt=\"\" width=\"773\" height=\"660\" srcset=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Brue.jpg 773w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Brue-150x128.jpg 150w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Brue-300x256.jpg 300w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Brue-768x656.jpg 768w\" sizes=\"auto, (max-width: 773px) 100vw, 773px\" \/><\/a><\/p>\n<p><span style=\"color: #ff0000;\"><strong>Benefits will the Bru community get:<\/strong><\/span><\/p>\n<ul>\n<li>Each resettled family will get 0.03 acre of land for building a home, Rs 1.5 lakh as housing assistance, and Rs 4 lakh as a one-time cash benefit for sustenance.<br \/>\n\u2022 They will also receive a monthly allowance of Rs 5,000, and free rations for 2 years from the date of resettlement.<br \/>\n\u2022 All cash assistance will be through Direct Benefit Transfer (DBT).<br \/>\n\u2022 The state government will expedite the opening of bank accounts and the issuance of Aadhaar, permanent residence certificates, ST certificates, and voter identity cards to the beneficiaries.<br \/>\n\u2022 All dwelling houses will be constructed and payments completed within 270 days of the signing of the agreement.<\/li>\n<\/ul>\n<p><span style=\"color: #ff0000;\"><strong>Where will the Bru be resettled?<\/strong><\/span><\/p>\n<ul>\n<li>Revenue experts reckon 162 acres will be required. Tripura Chief Minister (CM) has said that the effort will be to choose government land.<br \/>\n\u2022 But since Tripura is a small state, this government would explore the possibility of diverting forest lands, even reserve forest areas if necessary, to grant the new entitlements.<br \/>\n\u2022 However, diverting forest land for human settlements will need clearance from the Union Ministry of Environment and Forests, which is likely to take at least 3 months.<\/li>\n<\/ul>\n<p><a href=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Bru.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5831\" src=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Bru.jpg\" alt=\"\" width=\"666\" height=\"400\" srcset=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Bru.jpg 666w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Bru-150x90.jpg 150w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Bru-300x180.jpg 300w\" sizes=\"auto, (max-width: 666px) 100vw, 666px\" \/><\/a><\/p>\n<p><span style=\"color: #ff0000;\"><strong>Condition of the migrants:<\/strong><\/span><\/p>\n<ul>\n<li>The Bru or Reang are a community indigenous to Northeast India, living mostly in Tripura, Mizoram, and Assam.<br \/>\n\u2022 In Tripura, they are recognised as a Particularly Vulnerable Tribal Group (PVTG).<br \/>\n\u2022 In October 1997, following ethnic clashes, nearly 37,000 Bru fled Mizoram to Tripura, where they were sheltered in relief camps. Of this, 5,000 people have returned to Mizoram in 9 phases of repatriation, 32,000 people still live in 6 relief camps in North Tripura.<br \/>\n\u2022 Under a relief package announced by the Centre, a daily ration of 600 g rice was provided to every adult Bru migrant and 300 g to every minor.<br \/>\n\u2022 They depended on the wild for vegetables, and some of them have been practising slash-and-burn (jhum) cultivation in the forests.<br \/>\n\u2022 They live in makeshift bamboo thatched huts, without permanent power supply and safe drinking water, with no access to proper healthcare services or schools.<\/li>\n<\/ul>\n<p><span style=\"color: #ff0000;\"><strong>How did the agreement come about?<\/strong><\/span><\/p>\n<ul>\n<li>In June 2018 Bru leaders signed an agreement with the Centre and the two state governments, providing for repatriation to Mizoram.<br \/>\n\u2022 However, most residents of the camps rejected the insufficient terms of the agreement.<br \/>\n\u2022 The camp residents said the package did not guarantee their safety in Mizoram, and that they feared a repeat of the violence that had forced them to flee.<br \/>\n\u2022 In November 2019 \u2013 A scion of Tripura\u2019s erstwhile royal family, wrote to Home Minister seeking the resettlement of the Bru in the state.<br \/>\n\u2022 After that, Tripura CM too, asked the Centre for permanent settlement of the Bru in Tripura.<\/li>\n<\/ul>\n<p><span style=\"color: #ff0000;\"><strong>Way ahead:<\/strong><\/span><\/p>\n<ul>\n<li>Successive state and central governments had thus far stressed only on peacefully repatriating the Bru, even though the enduring fear of ethnic violence remained a fundamental roadblock.<br \/>\n\u2022 The two other durable solutions for refugees and displaced persons suggested by the UN Refugee Agency \u2013 local integration or assimilation, and resettlement \u2013 were never explored.<br \/>\n\u2022 The Bru speak Kaubru, Kokborok and Bangla, the latter two are the most widely spoken languages of the tribal and non-tribal communities of Tripura, and have an easy connection with the state.<br \/>\n\u2022 Their long stay in Tripura, albeit in exile and in terrible conditions, has also acquainted them very well with the state\u2019s socio-political ecology.<br \/>\n\u2022 Home Minister who presided over the signing of the agreement, hailed the \u201chistoric\u201d resolution of the Bru issue.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Relevance: Mains G.S paper II: Welfare scheme for vulnerable sections of the society Context: An agreement was signed recently among<\/p>\n","protected":false},"author":1,"featured_media":3530,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_exactmetrics_skip_tracking":false,"_exactmetrics_sitenote_active":false,"_exactmetrics_sitenote_note":"","_exactmetrics_sitenote_category":0,"footnotes":""},"categories":[123,18],"tags":[392],"class_list":["post-5829","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-current-affairs","category-general-studies-ii","tag-union-public-service-commission-upsc"],"amp_enabled":true,"_links":{"self":[{"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/posts\/5829","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/comments?post=5829"}],"version-history":[{"count":1,"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/posts\/5829\/revisions"}],"predecessor-version":[{"id":5834,"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/posts\/5829\/revisions\/5834"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/media\/3530"}],"wp:attachment":[{"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/media?parent=5829"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/categories?post=5829"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/tags?post=5829"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
