{"id":5684,"date":"2020-01-17T17:07:15","date_gmt":"2020-01-17T11:37:15","guid":{"rendered":"https:\/\/triumphias.com\/blog\/?p=5684"},"modified":"2020-01-17T17:07:15","modified_gmt":"2020-01-17T11:37:15","slug":"status-of-housing-in-rural-areas","status":"publish","type":"post","link":"https:\/\/triumphias.com\/blog\/status-of-housing-in-rural-areas\/","title":{"rendered":"Status of Housing in rural areas"},"content":{"rendered":"<p><strong>Relevance: Mains: G.S paper I: Society: Urban Planing<\/strong><\/p>\n<p><strong>Context:<\/strong><\/p>\n<p><a href=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Rural-housong.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5685\" src=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Rural-housong.jpg\" alt=\"\" width=\"728\" height=\"546\" \/><\/a><\/p>\n<ul>\n<li>Housing in rural areas has consistently suffered from various factors.<\/li>\n<\/ul>\n<p><strong>Status of Housing in rural areas:<\/strong><\/p>\n<ul>\n<li>Shortages in the supply of housing and a lack of redevelopment of collapsible or dilapidated units.<br \/>\n\u2022 Dilapidated (in a state of disrepair or ruin as a result of age or neglect) units have contributed towards a high level of housing amenities deprivation, especially because they cannot safely be connected with electricity or solar energy, latrines, and drinking water, owing to associated structural risks.<br \/>\n\u2022 Lack of meaningful market interventions, including supply of developed land and financing for housing.<br \/>\n\u2022 Due to incompatibilities in supply and demand, millions of Indians dwell in unsecured housing.<br \/>\n\u2022 This doesn\u2019t mean that India never pursued effective poverty alleviation measures, but that the interventions it carried out have hardly worked in minimising urban-rural divides.<\/li>\n<\/ul>\n<p><a href=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Ruralhousing.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5687\" src=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/Ruralhousing.jpg\" alt=\"\" width=\"638\" height=\"479\" \/><\/a><\/p>\n<p><strong>Way forward:<\/strong><\/p>\n<ul>\n<li>If India is to have a real chance to minimize the housing development divide, it requires an integrated housing development strategy for the rural context, to be implemented in \u201cmission mode\u201d. Such a mission should have,<br \/>\n\u2022 A definite time frame.<br \/>\n\u2022 Accountability in terms of implementing such a mission agenda on a continuous basis, with social audits at multiple levels of governance.<br \/>\n\u2022 Realistic resource allocation is required given the cost of redevelopment and new housing units besides other development costs of drinking water supply, household latrines, energy, and drainage connectivity.<br \/>\n\u2022 Penetration of the market, including the cooperative sector for the supply of critical inputs such as land and finances, is the need of the hour.<br \/>\n\u2022 Public-private-partnership projects should be encouraged on public or government owned lands, with fiscal and other incentives.<br \/>\n\u2022 Land owners should be encouraged to develop incentive-based affordable housing projects.<br \/>\n\u2022 The people facing housing poverty must be made partners with whom micro finance and self-help groups could be tied in.<\/li>\n<\/ul>\n<p><strong>Conclusion:<\/strong><\/p>\n<ul>\n<li>Menial occupation workers and low income earners being the most affected, development interventions must focus on rural and urban areas with due consideration for new construction and redevelopment of existing, life-threatening units.<br \/>\n\u2022 Former President APJ Abdul Kalam had proposed the concept of Provision of Urban Amenities to Rural Areas (PURA), which is a framework to mitigate the country\u2019s socioeconomic problems and create a common development platform for rural and urban areas.<br \/>\n\u2022 The objective of this goes beyond the mere creation of economic infrastructure and employment opportunities in rural areas which includes social infrastructure also.<br \/>\n\u2022 To further this paradigm, access to good housing, including housing amenities, should become a priority.<\/li>\n<\/ul>\n<p><a href=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/RRural-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-5689\" src=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/RRural-1-724x1024.jpg\" alt=\"\" width=\"724\" height=\"1024\" \/><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Relevance: Mains: G.S paper I: Society: Urban Planing Context: Housing in rural areas has consistently suffered from various factors.
