{"id":5680,"date":"2020-01-17T16:49:49","date_gmt":"2020-01-17T11:19:49","guid":{"rendered":"https:\/\/triumphias.com\/blog\/?p=5680"},"modified":"2020-01-17T16:49:49","modified_gmt":"2020-01-17T11:19:49","slug":"green-credit-scheme","status":"publish","type":"post","link":"https:\/\/triumphias.com\/blog\/green-credit-scheme\/","title":{"rendered":"Green Credit Scheme"},"content":{"rendered":"<p><strong>Relevance: Mains: G.S paper II: Governance: Government schemes and policies<\/strong><\/p>\n<p><strong>Context<\/strong><\/p>\n<ul>\n<li>The Forest Advisory Committee, an apex body tasked with adjudicating requests by the industry to raze forest land for commercial ends, has approved a scheme that could allow \u201cforests\u201d to be traded as a commodity.<\/li>\n<li>If implemented, it allows the Forest Department to outsource one of its responsibilities of reforesting to non-government agencies.<\/li>\n<li>In the current system, industry needs to make good the loss of forest by finding appropriate non-forest land \u2014 equal to that which would be razed. Green Credit Scheme<\/li>\n<li>It also must pay the State Forest Department the current economic equivalent \u2014 called Net Present Value \u2014 of the forest land.<\/li>\n<li>It\u2019s then the Forest Department\u2019s responsibility to grow appropriate vegetation that, over time, would grow into forests.<\/li>\n<\/ul>\n<p><a href=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/F12.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5682\" src=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2020\/01\/F12.jpg\" alt=\"\" width=\"537\" height=\"720\" \/><\/a><\/p>\n<p><strong>Green Credit Scheme:<\/strong><\/p>\n<ul>\n<li>The proposed \u2018Green Credit Scheme\u2019, as it is called, allows agencies \u2014 they could be private companies, village forest communities \u2014 to identify land and begin growing plantations.<\/li>\n<li>After three years, they would be eligible to be considered as compensatory forest land if they met the Forest Department\u2019s criteria.<\/li>\n<li>An industry needing forest land could then approach the agency and pay it for parcels of such forested land, and this would then be transferred to the Forest Department and be recorded as forest land.<\/li>\n<li>The participating agency will be free to trade its asset, that is plantation, in parcels, with project proponents who need forest land.<\/li>\n<li>This is not the first time that such a scheme has been mooted.<\/li>\n<li>In 2015, a \u2018Green Credit Scheme\u2019 for degraded forest land with public-private participation was recommended, but it was not approved by the Union Environment Minister, the final authority.<\/li>\n<\/ul>\n<p><strong>Individuals outside:<\/strong><\/p>\n<ul>\n<li>The Forest Advisory Committee believes that such a scheme will encourage plantation by individuals outside the traditional forest area and will help in meeting international commitments such as sustainable development goals and nationally determined contributions.<\/li>\n<li>One of India\u2019s prongs to combat climate change is the Green India Mission that aims to sequester 2.523 billion tonnes of carbon<br \/>\nby 2020-30, and this involves adding 30 million hectares in addition to existing forest.<\/li>\n<li>It does not solve the core problems of compensatory afforestation,\u201d Kanchi Kohli, who is with the Centre for Policy Research and investigates forest rights.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Relevance: Mains: G.S paper II: Governance: Government schemes and policies Context The Forest Advisory Committee, an apex body tasked with<\/p>\n","protected":false},"author":1,"featured_media":3530,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_exactmetrics_skip_tracking":false,"_exactmetrics_sitenote_active":false,"_exactmetrics_sitenote_note":"","_exactmetrics_sitenote_category":0,"footnotes":""},"categories":[123,18],"tags":[392],"class_list":["post-5680","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-current-affairs","category-general-studies-ii","tag-union-public-service-commission-upsc"],"amp_enabled":true,"_links":{"self":[{"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/posts\/5680","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/comments?post=5680"}],"version-history":[{"count":1,"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/posts\/5680\/revisions"}],"predecessor-version":[{"id":5683,"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/posts\/5680\/revisions\/5683"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/media\/3530"}],"wp:attachment":[{"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/media?parent=5680"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/categories?post=5680"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/triumphias.com\/blog\/wp-json\/wp\/v2\/tags?post=5680"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
