Why in news?<\/strong><\/p>\n

Recently, the Cabinet Committee on Security (CCS) has approved the creation of\u00a0a chief of defence staff\u00a0(CDS).<\/strong><\/p>\n

About CDS:<\/strong><\/p>\n

He will be\u00a0the single-point military adviser to the government<\/strong>\u00a0as suggested by\u00a0the Kargil Review Committee in 1999.<\/strong>
\nCDS\u00a0oversees and coordinates the working of the three Services.<\/strong><\/p>\n

\u00a0Terms and Conditions<\/strong>:<\/p>\n

He will be\u00a0a Four-star General.<\/strong><\/p>\n

    \n
  1. Not eligible to hold any Government office after demitting the office of CDS.<\/li>\n
  2. No private employment without prior approval for a period of five years after demitting the office of CDS.<\/li>\n<\/ol>\n

    Roles and functions:<\/strong><\/p>\n

    CDS will provide\u00a0\u201csingle-point military advice\u201d<\/strong>\u00a0to the government, inject synergy in planning, procurements and logistics in the armed forces.<\/p>\n

    It will\u00a0ensure integration of land-air-sea operations through the eventual setting up of theatre commands.
    \n<\/em><\/strong>The CDS will also function as\u00a0the military advisor to the PM-led Nuclear Command Authority,<\/strong>\u00a0as also have direct command of\u00a0tri-Service organizations\u00a0<\/em><\/strong>to handle the new warfare domains of space and cyberspace.<\/p>\n

    Practice so far:<\/strong><\/p>\n

    India has had a feeble equivalent known as\u00a0the\u00a0Chairman, Chiefs of Staff Committee (CoSC);<\/em><\/strong>\u00a0but this is a toothless office, given the manner in which it is structured.<\/p>\n

    The\u00a0senior-most among the three Service Chiefs is appointed to head the CoSC,<\/strong>\u00a0an office that lapses with the incumbent\u2019s retirement.<\/p>\n

      \n
    • CoSC arrangement is seen as \u201cunsatisfactory\u201d,<\/strong>\u00a0and its Chairman as a \u201cfigurehead<\/strong>\u201d.<\/li>\n
    • The post did not further tri-service integration, resulting in\u00a0inefficiency and an expensive duplication of assets.<\/li>\n
    • The\u00a0CoSC system is a leftover from the colonial era, with only minor changes being carried out over the years.<\/li>\n<\/ul>\n

      Background <\/strong><\/p>\n

      The first proposal for a CDS came from\u00a0the 2000\u00a0Kargil Review Committee (KRC).<\/strong><\/p>\n

      Although the KRC did not directly recommend a CDS \u2014 that came from the GoM \u2014\u00a0it underlined the\u00a0need for more coordination among the three Services,<\/strong>\u00a0which was poor in the initial weeks of the Kargil conflict.<\/p>\n

      Present challenges<\/strong>:<\/p>\n

        \n
      1. The KRC Report pointed out that\u00a0India is the only major democracy where the Armed Forces Headquarters is outside the apex governmental structure.<\/strong><\/li>\n
      2. It observed that\u00a0Service Chiefs devote most of their time to their operational roles,<\/strong>\u201coften resulting in negative results\u201d.<\/li>\n
      3. Long-term defence planning suffers as day-to-day priorities dominate.<\/li>\n
      4. Also,\u00a0the Prime Minister and Defence Minister do not have the benefit of the views and expertise of military commanders,<\/strong>in order to ensure that higher level defence management decisions are more consensual and broadbased.<\/li>\n
      5. The CDS is also seen as being vital to the creation of\u00a0\u201ctheatre commands\u201d, integrating tri-service assets and personnel like in the US military.<\/strong><\/li>\n<\/ol>\n

        Significance<\/strong>:<\/p>\n

        The charter of the CDS, if implemented properly, will prepare the 15-lakh strong armed forces for the wars of the future. The CDS is mandated to ensure the Army, Navy and IAF, which often pull in different directions, truly integrate to slash wasteful expenditure amidst the ongoing severe fund crunch for military modernization because of the ballooning pay and pension bills.<\/p>\n
