{"id":4463,"date":"2019-09-17T22:16:18","date_gmt":"2019-09-17T16:46:18","guid":{"rendered":"https:\/\/triumphias.com\/blog\/?p=4463"},"modified":"2019-09-17T22:16:18","modified_gmt":"2019-09-17T16:46:18","slug":"india-africa-partnership-the-big-picture","status":"publish","type":"post","link":"https:\/\/triumphias.com\/blog\/india-africa-partnership-the-big-picture\/","title":{"rendered":"India Africa Partnership: The Big Picture"},"content":{"rendered":"<p><strong>Relevance: Mains: G.S paper II: Bilateral relation<\/strong><\/p>\n<p><strong><em><u>Context:<\/u><\/em><\/strong><\/p>\n<ul>\n<li>With 55 countries, Africa is the\u00a0<strong>second-largest continent<\/strong>\u00a0in terms of both land area and population (around 15%).<\/li>\n<li>With a\u00a0<strong>combined population of around 33%<\/strong>\u00a0of the world, India and Africa has a long history of civilizational, cultural, economic and political linkages based on the principle of\u00a0<strong>south-south cooperation<\/strong>.<\/li>\n<\/ul>\n<p><strong><em><u>What is the History of India-Africa Relations?<\/u><\/em><\/strong><\/p>\n<ul>\n<li>Our historical linkages involves the\u00a0<strong>anticolonial, anti-imperial<\/strong>\u00a0struggles, post-colonial\u00a0<strong>nation building<\/strong>\u00a0and the influence of leaders like\u00a0<strong>Mahatma Gandhi, Mandela, Nkrumah<\/strong>, etc. Mahatma Gandhi taught the lessons of peace and non-violence.<\/li>\n<li>Historical relationship has aided in building\u00a0<strong>confidence and trust<\/strong>\u00a0in the relationship.<\/li>\n<li>But it is wrong to remain anchored on historical relations and we need to move further.<\/li>\n<li>Africa is not a unitary entity but has\u00a0<strong>huge diversity\u00a0<\/strong>just like India.<\/li>\n<li>There are a number of opportunities and potential in the relationship.<\/li>\n<\/ul>\n<p><strong><em><u>ICWA National Conference on India-Africa Partnership:<\/u><\/em><\/strong><\/p>\n<ul>\n<li>Recently, the\u00a0<strong>Indian Council of World Affairs<\/strong>\u00a0(ICWA) organised a\u00a0<strong>National Conference<\/strong>\u00a0on\u00a0<strong>\u2018India-Africa Partnership in a Changing Global Order\u2013Priorities, Prospects and Challenges\u2019<\/strong><\/li>\n<li>In the valedictory session of the conference, Vice President of India stated that India and Africa have\u00a0<strong>common interests<\/strong>\u00a0and vital stakes in each other\u2019s\u00a0<strong>progress, peace and prosperity<\/strong>.<\/li>\n<li>Three main topics discussed in the conference were:<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>How to\u00a0<strong>remodel<\/strong>\u00a0India-Africa relationship with respect to the rapidly changing global matrix.<\/li>\n<li>The specifics of India\u2019s\u00a0<strong>dynamic relationships<\/strong>\u00a0with individual African countries.<\/li>\n<li>Assessing the status of\u00a0<strong>African studies<\/strong>\u00a0in India.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong><em><u>What are the Commonalities between India and Africa?<\/u><\/em><\/strong><\/p>\n<p>India and Africa has a lot of common issues in the sectors of\u00a0<strong>security, trade, climate change, sustainable development, people to people relations<\/strong>, etc.<\/p>\n<ol>\n<li><strong>Security Interests:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>Indian PM\u2019s visit to Seychelles, Mozambique, Tanzania, etc. indicates India\u2019s interest in the\u00a0<strong>maritime security<\/strong>\u00a0in the South-West Indian Ocean region.<\/li>\n<li>The Indian Ocean framework of India has captured the imagination of\u00a0<strong>Djibouti<\/strong>, etc.<\/li>\n<li>Two major\u00a0<strong>terror organizations<\/strong>\u00a0in Africa, Boko Haram (in Western Africa) and Al Shabab (in Eastern Africa) have links with Al Qaeda and\u00a0<strong>Pakistan<\/strong>\u00a0based organizations like Lashkar e Taiba and Jaish e Mohammad.<\/li>\n<li>Presence of Somalian\u00a0<strong>pirates<\/strong>\u00a0is a problem to the whole region.<\/li>\n<li>There is a growing sense of contest between different countries to enter into security equations with the African Countries. Therefore India needs to keep up to its security imperatives, ensure its security needs are met, maintain its security interests without creating a sense of competition with other countries.<\/li>\n<\/ul>\n<ol start=\"2\">\n<li><strong>Economic Interests:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>Some of the African countries are among the fastest growing economies in the world.<\/li>\n<li>The\u00a0<strong>Agenda 2063<\/strong>\u00a0of the African Union focuses on the ambition<strong>\u00a0of the African economies to develop further.<\/strong><\/li>\n<li>They want to develop to the level of India in the next\u00a0<strong>10-15 years<\/strong>.<\/li>\n<li>They are looking for\u00a0<strong>partner countries<\/strong>\u00a0to help them in this aspect.<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\"><\/li>\n<li>Africa has huge natural resources such as\u00a0<strong>hydrocarbons, precious metals<\/strong>, etc.<\/li>\n<li>India and Africa have an\u00a0<strong>asymmetric trade relation<\/strong>\u00a0where India has an edge.<\/li>\n<li>India require raw materials such as\u00a0<strong>Uranium<\/strong>\u00a0(from South Africa),\u00a0<strong>gold, Plutonium, Copper<\/strong>\u00a0(from Zambia), etc.<\/li>\n<li>Africa is a\u00a0<strong>market<\/strong>\u00a0for our finished products as well.<\/li>\n<li>Africa has Anglophone, Francophone and Lusophone communities who speak\u00a0<strong>English, French and Portuguese<\/strong><\/li>\n<li>India has good\u00a0<strong>trade and business relations<\/strong>\u00a0with the Anglophones only, but not with the Francophones or Lusophones.<\/li>\n<li>Now,\u00a0<strong>multinational firms<\/strong>\u00a0are not the monopoly of the western countries and Japan.<\/li>\n<li>India\u2019s business attitude is changing.\u00a0<strong>Private enterprises<\/strong>\u00a0now thinks that investing outside India is also part of\u00a0<strong>nation building<\/strong>.<\/li>\n<li>This was a change from Nehruvian model to post reform model.<\/li>\n<li>Indian private firms like Maruti, Mahindra, Tata, Kirloskar, etc. have investments in Africa.<\/li>\n<li>Such companies also gain\u00a0<strong>good image<\/strong>\u00a0to India by doing good business.<\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong>Cultural interests:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>Indian\u00a0<strong>movies<\/strong>\u00a0released after the economic reforms have earned foreign exchange to the country.<\/li>\n<li>However, India Africa cultural partnership is not sufficient.<\/li>\n<li>Indians have a tendency to think that we are a\u00a0<strong>cultural\u00a0superpower<\/strong>\u00a0and we are proud of our concepts like\u00a0<strong>Vasudaiva Kutumpakam<\/strong>. But we must recognise that even Africa has rich heritage, since the evolution of the human<\/li>\n<li>China already has a huge cultural presence in Africa in the form of Confucius institutions.<\/li>\n<\/ul>\n<ol start=\"4\">\n<li><strong>Agriculture Sector:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>Agriculture is an area of\u00a0<strong>perfect complementarity<\/strong>\u00a0between India and Africa.<\/li>\n<li>We have common issues such as\u00a0<strong>food security, arable land<\/strong>, etc.<\/li>\n<li>Indians already have large areas of farmlands in Africa. But a much larger scale investment in the sector can\u2019t be managed by private corporations alone.<\/li>\n<\/ul>\n<p><strong><em><u>How Can We Collaborate and Take Care of Each Another\u2019s Interests?<\/u><\/em><\/strong><\/p>\n<p>The partnership between India and Africa has a strong traditional and historic base. It is time to build on the common grounds related to culture, security, trade, technology, agriculture, etc.<\/p>\n<ol>\n<li><strong>Security Interests:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>India\u2019s role should enable\u00a0<strong>mutual advantage<\/strong>\u00a0and build trust further without the perception of a conflict of interest.<\/li>\n<li>The relationship should be based on partnerships in specific areas like\u00a0<strong>anti-terrorism, anti-piracy\u00a0<\/strong>India has a history of freeing ships captured by pirates in the region.<\/li>\n<li>We need to work together on\u00a0<strong>cyber security\u00a0<\/strong>and\u00a0<strong>training of armies<\/strong>\u00a0of the African countries.<\/li>\n<li>We need to focus on economic cooperation which is vital for securing the Indian Ocean.<\/li>\n<li>India\u2019s investment in\u00a0<strong>trade, energy and infrastructure<\/strong>\u00a0sectors should be a part of security collaboration.<\/li>\n<\/ul>\n<ol start=\"2\">\n<li><strong>Economic Interests:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>Our\u00a0<strong>trade relations<\/strong>\u00a0have grown from negligible levels in the 1990s to around\u00a0<strong>$65 billion<\/strong>\u00a0at present. India needs to further build upon the\u00a0<strong>edge<\/strong>\u00a0we have in trade relations.<\/li>\n<li>Earlier meetings have already formulated the modalities for finding synergies with respect to\u00a0<strong>economic growth and industrial partnership.<\/strong>\u00a0We need to implement and deliver those.<\/li>\n<li>India and Africa both have a high population of youth who have aspirations in the IT<strong>\u00a0sector<\/strong>. India can drive the IT industry in Africa. Ex.: Infosys co-founder Narayana Murthi\u2019s visit.<\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong>Energy Interests:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>Growing instability in the West Asia is compelling India to look for new avenues in energy security. Hence, we need to enhance energy security by procuring\u00a0<strong>oil and gas<\/strong>\u00a0from Sudan, Nigeria, Angola, Gulf of Guinea etc.<\/li>\n<li>Many African countries are part of the\u00a0<strong>International Solar Alliance (ISA).<\/strong><\/li>\n<\/ul>\n<ol start=\"4\">\n<li><strong>Cultural Interests:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>India should improve cultural and people to people linkages through\u00a0<strong>Bollywood, Sitar and other traditional music of India<\/strong>.<\/li>\n<li><strong>Indian diaspora<\/strong>\u00a0in Africa including English teachers wants to connect with their roots in India. India need to exploit that for building strong linkages.<\/li>\n<li><strong>Indian Council for Cultural Relations<\/strong>\u00a0(ICCR) need to promote the cultural linkage between India and Africa.<\/li>\n<li>We should respect the\u00a0<strong>students of African origin<\/strong>\u00a0studying in India.<\/li>\n<li>They should\u00a0<strong>become ambassadors<\/strong>\u00a0of India when they go back to their countries. That will improve the\u00a0<strong>good image<\/strong>\u00a0of India in their home countries.<\/li>\n<\/ul>\n<ol start=\"5\">\n<li><strong>Agriculture Sector:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>We have common opportunities in the agriculture sector like\u00a0<strong>skilled\u00a0manpower<\/strong>\u00a0and\u00a0<strong>large market.<\/strong><\/li>\n<li>India needs to form a\u00a0<strong>Special Purpose Vehicle (SPV)<\/strong>\u00a0to promote more investment by Indians in farmlands in Africa.<\/li>\n<\/ul>\n<p><strong><em><u>How can we go forward?<\/u><\/em><\/strong><\/p>\n<p>India and Africa already have substantial relations. We need to build on that foundation.<\/p>\n<ul>\n<li>India needs to\u00a0<strong>move quickly\u00a0<\/strong>to harness the potential, because\u00a0<strong>other major countries<\/strong>\u00a0also have renewed interest in Africa.<\/li>\n<li>India needs to realise the\u00a0<strong>diversity in Africa<\/strong>\u00a0and look at each African country differently.<\/li>\n<li>We should learn from each other\u2019s experience. Ex.: India can learn from the\u00a0<strong>Truth and Reconciliation Commission (TRC)<\/strong>\u00a0commission\u2019s work against\u00a0<strong>apartheid<\/strong>\u00a0in Africa. Larger countries like Nigeria, Zaire, Congo, etc. can learn from our\u00a0<strong>federal and democratic<\/strong>\u00a0form of governance.<\/li>\n<li>India needs to continue establishing\u00a0<strong>diplomatic and trade missions<\/strong>\u00a0in every African country.<\/li>\n<li>High-level engagements need to be more frequent.<\/li>\n<li>Study of Africa needs to be promoted in India.
