This model is now regarded as a standard model for providing services in citizen centric governance. The model is developed by rectifying the drawbacks in the earlier mechanisms of public service delivery like Citizen Charters (CC), and is gradually adopted by various departments under Central and State government.<\/p>\n<p><strong>What is sevottam model?<\/strong><\/p>\n<p>Sevottam model, a quality management framework applicable to public service delivery organisations, in all its departments.\u00a0Service Delivery Excellence Model\u00a0 provides a framework for organisations to\u00a0<strong>assess<\/strong>\u00a0and\u00a0<strong>improve<\/strong>\u00a0the\u00a0<strong>quality of service delivery to citizens<\/strong>.<\/p>\n<p><strong>Seven Steps in Sevottam Model<\/strong><\/p>\n<p>The model prescribes seven steps:<\/p>\n<ol>\n<li>Define services and identify clients.<\/li>\n<li>Set standards and norms for each service.<\/li>\n<li>Develop capability to meet the set standards.<\/li>\n<li>Perform to achieve the standards.<\/li>\n<li>Monitor performance against the set standards.<\/li>\n<li>Evaluate impact through an independent mechanism.<\/li>\n<li>Continuous improvement based on monitoring and evaluation.<\/li>\n<\/ol>\n<p><strong>Sevottam Framework<\/strong><\/p>\n<p>The Sevottam framework has basically three modules. They are:<\/p>\n<ol>\n<li>Citizen Charter.<\/li>\n<li>Public Grievance Mechanism.<\/li>\n<li>Service Delivery Capability.<\/li>\n<\/ol>\n<p><strong>Sevottam model in detail:<\/strong><\/p>\n<p>Sevottam model provides a standard for providing public service delivery in a citizen centric administration. Those organisations adopting Sevottam model for service delivery needs to comply the 7 steps and ensure the formulation of 3 modules.\u00a0Indian Standard IS:15700:2005 formulated on\u00a0 basis of Sevottam.<\/p>\n<p><strong>MAIN OBJECTIVE:<\/strong><\/p>\n<p>Improve the quality of\u00a0public service delivery in the country.<\/p>\n<p><strong>INTERMEDIATE OUTCOMES:<\/strong><\/p>\n<p>Intermediate outcomes are expected from compliance of conditions designed for each\u00a0of these three components.
