The shortfall has raised concerns about administrative efficiency, policing capacity, and environmental governance across states.<\/span><\/p>\n<p style=\"text-align: justify;\" data-start=\"697\" data-end=\"1028\"><span style=\"font-family: georgia, palatino, serif;\">In a written reply in the <strong data-start=\"723\" data-end=\"764\"><span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Rajya Sabha<\/span><\/span><\/strong>, Minister of State for Personnel <strong data-start=\"798\" data-end=\"839\"><span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Jitendra Singh<\/span><\/span><\/strong> stated that the data is based on the <strong data-start=\"877\" data-end=\"913\">Civil List as of January 1, 2025<\/strong>. Among the three services, the <strong data-start=\"945\" data-end=\"997\">IAS accounts for the highest number of vacancies<\/strong>, followed by the IFoS and IPS.<\/span><\/p>\n<hr data-start=\"1030\" data-end=\"1033\" \/>\n<h2 style=\"text-align: justify;\" data-start=\"1035\" data-end=\"1067\"><span class=\"ez-toc-section\" id=\"Service-Wise_Vacancy_Scenario\"><\/span><span style=\"font-family: georgia, palatino, serif;\">Service-Wise Vacancy Scenario<\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\" data-start=\"1069\" data-end=\"1110\"><span style=\"font-family: georgia, palatino, serif;\">According to the government\u2019s submission:<\/span><\/p>\n<ul style=\"text-align: justify;\" data-start=\"1112\" data-end=\"1515\">\n<li data-start=\"1112\" data-end=\"1248\">\n<p data-start=\"1114\" data-end=\"1248\"><span style=\"font-family: georgia, palatino, serif;\">The <strong data-start=\"1118\" data-end=\"1125\">IAS<\/strong> has <strong data-start=\"1130\" data-end=\"1149\">1,300 vacancies<\/strong> against a total sanctioned strength of <strong data-start=\"1189\" data-end=\"1198\">6,877<\/strong>, with <strong data-start=\"1205\" data-end=\"1245\">5,577 officers currently in position<\/strong>.<\/span><\/p>\n<\/li>\n<li data-start=\"1249\" data-end=\"1368\">\n<p data-start=\"1251\" data-end=\"1368\"><span style=\"font-family: georgia, palatino, serif;\">The <strong data-start=\"1255\" data-end=\"1262\">IPS<\/strong> has <strong data-start=\"1267\" data-end=\"1289\">505 unfilled posts<\/strong>, with <strong data-start=\"1296\" data-end=\"1322\">4,594 officers working<\/strong> against a sanctioned strength of <strong data-start=\"1356\" data-end=\"1365\">5,099<\/strong>.<\/span><\/p>\n<\/li>\n<li data-start=\"1369\" data-end=\"1515\">\n<p data-start=\"1371\" data-end=\"1515\"><span style=\"font-family: georgia, palatino, serif;\">The <strong data-start=\"1375\" data-end=\"1383\">IFoS<\/strong> faces the most acute shortage, with <strong data-start=\"1420\" data-end=\"1439\">1,029 vacancies<\/strong> out of <strong data-start=\"1447\" data-end=\"1473\">3,193 sanctioned posts<\/strong>, and only <strong data-start=\"1484\" data-end=\"1514\">2,164 officers in position<\/strong>.<\/span><\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\" data-start=\"1517\" data-end=\"1805\"><span style=\"font-family: georgia, palatino, serif;\">In percentage terms, the <strong data-start=\"1542\" data-end=\"1584\">IAS has a vacancy rate of nearly 18.9%<\/strong>, while the <strong data-start=\"1596\" data-end=\"1638\">IPS vacancy rate stands at around 9.9%<\/strong>. The <strong data-start=\"1644\" data-end=\"1674\">IFoS is the worst affected<\/strong>, with vacancies exceeding <strong data-start=\"1701\" data-end=\"1708\">32%<\/strong>, posing serious challenges for forest management, wildlife conservation, and climate governance.<\/span><\/p>\n<p style=\"text-align: justify;\" data-start=\"1807\" data-end=\"2015\"><span style=\"font-family: georgia, palatino, serif;\">Overall, out of a <strong data-start=\"1825\" data-end=\"1873\">combined sanctioned strength of 15,169 posts<\/strong>, only <strong data-start=\"1880\" data-end=\"1921\">12,335 officers are currently serving<\/strong>, resulting in an <strong data-start=\"1939\" data-end=\"1988\">aggregate vacancy rate of approximately 18.7%<\/strong> across the three services.<\/span><\/p>\n<hr data-start=\"2017\" data-end=\"2020\" \/>\n<h2 style=\"text-align: justify;\" data-start=\"2022\" data-end=\"2060\"><span class=\"ez-toc-section\" id=\"Cadre-Wise_Shortfalls_Across_States\"><\/span><span style=\"font-family: georgia, palatino, serif;\">Cadre-Wise Shortfalls Across States<\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\" data-start=\"2062\" data-end=\"2437\"><span style=\"font-family: georgia, palatino, serif;\">The shortage of officers is unevenly distributed across states and cadres. <strong data-start=\"2137\" data-end=\"2154\">Uttar Pradesh<\/strong>, which has the <strong data-start=\"2170\" data-end=\"2229\">largest authorised strength of IAS officers (652 posts)<\/strong>, has only <strong data-start=\"2240\" data-end=\"2268\">571 officers in position<\/strong>. <strong data-start=\"2270\" data-end=\"2288\">Madhya Pradesh<\/strong> has <strong data-start=\"2293\" data-end=\"2313\">391 IAS officers<\/strong> against <strong data-start=\"2322\" data-end=\"2346\">459 sanctioned posts<\/strong>, while <strong data-start=\"2354\" data-end=\"2369\">Maharashtra<\/strong> reports <strong data-start=\"2378\" data-end=\"2394\">359 officers<\/strong> against an authorised strength of <strong data-start=\"2429\" data-end=\"2436\">435<\/strong>.<\/span><\/p>\n<p style=\"text-align: justify;\" data-start=\"2439\" data-end=\"2702\"><span style=\"font-family: georgia, palatino, serif;\">In the <strong data-start=\"2446\" data-end=\"2453\">IPS<\/strong>, several major states continue to face gaps between sanctioned strength and officers in position. States such as <strong data-start=\"2567\" data-end=\"2603\">Bihar, Karnataka, and Tamil Nadu<\/strong> have reported noticeable shortfalls, affecting policing capacity and internal security management.<\/span><\/p>\n<p style=\"text-align: justify;\" data-start=\"2704\" data-end=\"3069\"><span style=\"font-family: georgia, palatino, serif;\">The situation is particularly concerning in the <strong data-start=\"2752\" data-end=\"2777\">Indian Forest Service<\/strong>, where multiple states show wide gaps between sanctioned and filled posts. States like <strong data-start=\"2865\" data-end=\"2923\">Madhya Pradesh, Maharashtra, Odisha, and Uttar Pradesh<\/strong> reflect significant IFoS vacancies, raising concerns over forest protection, biodiversity conservation, and implementation of environmental laws.<\/span><\/p>\n<p data-start=\"2704\" data-end=\"3069\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-33984 data-end=\"3373\">135 SC<\/strong>, and <strong data-start=\"3379\" data-end=\"3388\">67 ST<\/strong> candidates, totalling <strong data-start=\"3411\" data-end=\"3427\">447 recruits<\/strong>.<\/span><\/p>\n<\/li>\n<li data-start=\"3431\" data-end=\"3531\">\n<p data-start=\"3433\" data-end=\"3531\"><span style=\"font-family: georgia, palatino, serif;\"><strong data-start=\"3433\" data-end=\"3440\">IPS<\/strong> inducted <strong data-start=\"3450\" data-end=\"3461\">255 OBC<\/strong>, <strong data-start=\"3463\" data-end=\"3473\">141 SC<\/strong>, and <strong data-start=\"3479\" data-end=\"3488\">71 ST<\/strong> officers, amounting to <strong data-start=\"3512\" data-end=\"3528\">467 recruits<\/strong>.<\/span><\/p>\n<\/li>\n<li data-start=\"3532\" data-start=\"3553\" data-end=\"3564\">231 OBC<\/strong>, <strong data-start=\"3566\" data-end=\"3575\">95 SC<\/strong>, and <strong data-start=\"3581\" data-end=\"3590\">48 ST<\/strong> candidates, with a total of <strong data-start=\"3619\" data-end=\"3639\">374 appointments<\/strong>.<\/span><\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\" data-start=\"3642\" data-end=\"3825\"><span
