Yet, beyond official commemorations and policy frameworks, good governance raises deeper sociological questions: <strong>Who exercises power? How is it legitimised? Who participates? And who is excluded?<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">From a sociological perspective, governance is not merely about efficient administration\u2014it is about the <strong>relationship between the state and society<\/strong>, shaped by power, trust, institutions, and participation.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Governance_as_Social_Relationship_Not_Just_Administration\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong>Governance as Social Relationship, Not Just Administration<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">The UNESCAP definition of governance emphasises decision-making and implementation. Sociology goes further by asking <em>whose decisions<\/em>, <em>whose interests<\/em>, and <em>whose voices<\/em> dominate.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Governance involves multiple actors\u2014bureaucracy, judiciary, civil society, markets, and media\u2014but power is unevenly distributed among them. India\u2019s administrative system\u2014digital platforms, performance indices, Mission Karmayogi\u2014fits squarely into this model.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">However, Weber also warned of the <strong>\u201ciron cage\u201d of bureaucracy<\/strong>, where rules dominate over human needs. Many governance challenges in India\u2014judicial delays, procedural rigidity, top-down policymaking\u2014reflect this tension.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Good governance, from a Weberian lens, requires <strong>administrative rationality without dehumanisation<\/strong>\u2014a bureaucracy that serves citizens rather than overwhelms them.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Durkheim_Governance_Morality_and_Social_Solidarity\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong>Durkheim: Governance, Morality, and Social Solidarity<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">\u00c9mile Durkheim viewed institutions as moral structures that sustain <strong>social solidarity<\/strong>. Laws, policies, and governance systems express collective values about fairness, justice, and responsibility.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">When governance fails\u2014through corruption, weak accountability, or delayed justice\u2014it creates <strong>anomie<\/strong>, a breakdown between norms and lived reality. Citizens lose faith not only in institutions but also in shared moral expectations.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Good governance, therefore, is not only about outcomes but about <strong>moral legitimacy<\/strong>. Transparent decision-making, ethical leadership, and responsive administration reinforce trust and social cohesion.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Power_Inequality_and_the_Marxian_Critique\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong>Power, Inequality, and the Marxian Critique<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Karl Marx reminds us that the state is not neutral; it operates within <strong>existing class structures<\/strong>. In India, despite welfare schemes and inclusive rhetoric, economic inequality and insecurity persist.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Unemployment, informal labour, and unequal access to public services weaken citizen participation. For marginalised groups, governance often appears distant, coercive, or inaccessible.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">From a Marxian perspective, <strong>good governance cannot exist without addressing structural inequality<\/strong>. Power becomes embedded in algorithms, platforms, and databases.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">While digital governance can empower citizens, it may also exclude those without digital literacy or access. Thus, sociologically, technology must be seen as a <strong>tool of power<\/strong>, not a neutral solution.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Good governance requires balancing efficiency with <strong>privacy, accessibility, and democratic oversight<\/strong>.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Habermas_Participation_Dialogue_and_Democratic_Legitimacy\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong>Habermas: Participation, Dialogue, and Democratic Legitimacy<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">J\u00fcrgen Habermas argued that democratic legitimacy flows from <strong>public reasoning and participation<\/strong>. However, participation often remains consultative rather than deliberative.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Top-down policymaking, limited decentralisation, and weak local institutions restrict meaningful dialogue. Habermas would argue that <strong>good governance demands institutionalised participation<\/strong>, not symbolic consultation.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Decentralisation_and_Grassroots_Democracy\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong>Decentralisation and Grassroots Democracy<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Sociologically, decentralisation is not merely administrative\u2014it redistributes power. Empowering Panchayats and Urban Local Bodies brings governance closer to lived realities.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">However, resistance to decentralisation reflects deeper anxieties about losing control.
