2026\u201327<\/strong>, marks a significant moment in the nation\u2019s statistical and developmental landscape. While these exercises are often framed as technical or administrative, a sociological lens reveals their deeper implications: the politics of counting, the construction of economic reality, the visibility of social groups, and the evolving relationship between the state and its citizens.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">The Economic Census, first held in 1977, counts all establishments involved in production or distribution of goods and services. The upcoming 8th EC will generate data for the <strong>Statistical Business Register (SBR)<\/strong>\u2014a unified database of enterprises across India. Meanwhile, the 2027 Population Census, the 16th since 1872, will offer India\u2019s most detailed demographic picture, capturing housing, migration, literacy, language, religion, employment, caste categories (SC\/ST), and fertility.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Together, these two exercises amount to a comprehensive mapping of society\u2014socially, demographically, and economically. And this is where sociology steps in: <strong>counting is never neutral<\/strong>. Both the Population Census and Economic Census are expressions of this process of rationalisation.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">The planned Statistical Business Register (SBR) takes Weber\u2019s \u201ciron cage of rationality\u201d to a new level:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-family: georgia, palatino, serif;\">every enterprise is to be identified,<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">categorised as active or inactive,<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">mapped geographically,<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">and coded into a unified national framework.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">For Weber, this makes the state more capable\u2014but also more intrusive. As enterprises become \u201clegible,\u201d the state gains unprecedented informational power. The Census transforms complex social and economic life into quantifiable categories, allowing governance through numbers.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Weber would both appreciate the efficiency and warn of the risks: societies shaped by excessive documentation may sacrifice human spontaneity and cultural complexity at the altar of administrative order.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Durkheim_Mapping_Social_Solidarity_in_a_Complex_Society\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong>Durkheim: Mapping Social Solidarity in a Complex Society<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">\u00c9mile <strong>Durkheim<\/strong> believed that modern societies are held together by <em>organic solidarity<\/em>\u2014cooperation across specialised roles in an interdependent economy. For him, economic structures reveal the core of social power.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">He would ask:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-family: georgia, palatino, serif;\">Which class relations does the EC make visible?<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">Does the SBR capture informal, precarious, or home-based work, where exploitation is often hidden?<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">How will \u201cclosed enterprises\u201d be interpreted\u2014victims of capitalist competition or indicators of \u201ccreative destruction\u201d?<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">The EC&#8217;s focus on establishments could unintentionally prioritise capital (enterprises) over labour (workers).
