Its poverty eradication programme, launched in 2021, identified each extremely poor family through ground surveys and designed individual micro-plans. This approach reflects Sen\u2019s focus on building <em>capabilities<\/em>, not just incomes.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Kerala\u2019s achievement shows that when people are treated as agents \u2014 not recipients \u2014 poverty reduction becomes social transformation.
