The <strong>Confederation of Indian Industry (CII)<\/strong> recently called for a <strong>Unified National Employment Framework<\/strong>, arguing that fragmented labour schemes, mismatched skills, and poor female labour participation could derail India\u2019s development vision for <strong>Viksit Bharat by 2047<\/strong>.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">While policymakers view this as an <strong>economic issue<\/strong>, a sociologist sees something more profound: a <strong>mirror of India\u2019s social inequalities, institutional silences, and structural contradictions<\/strong>.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Work_and_Social_Integration_What_Durkheim_Would_Say\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong>Work and Social Integration: What Durkheim Would Say<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">India is expected to add <strong>133 million workers by 2050<\/strong>, making up nearly <strong>18% of the global workforce<\/strong>. In India\u2019s labour market, this is evident in:<\/span>\n<ul>\n<li><span style=\"font-family: georgia, palatino, serif;\">Caste-based occupational segregation.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">Unequal access to elite education and English fluency.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong>Pierre Bourdieu\u2019s concept of \u201ccultural capital\u201d<\/strong> explains why even educationally qualified youth from rural or marginal backgrounds face <strong>labour market exclusion<\/strong>.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">\u201cIt is not just about what you know, but how you present what you know.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">This explains widespread <strong>graduate unemployment<\/strong> and <strong>credential inflation<\/strong> \u2014 especially among OBC, SC, and rural youth \u2014 who lack the \u201csoft skills\u201d or networks to enter high-paying jobs.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><strong>\u27a4<\/strong> India\u2019s employment crisis isn\u2019t just about a <strong>lack of jobs<\/strong>, but about <strong>who gets what kind of job<\/strong>, reflecting <strong>deep-rooted caste-class inequalities<\/strong>.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Gendered_Labour_and_Patriarchy_Walbys_Dual_Systems_in_India\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong>Gendered Labour and Patriarchy: Walby\u2019s Dual Systems in India<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Despite rising education levels, India\u2019s <strong>Female Labour Force Participation Rate (FLFPR)<\/strong> remains below <strong>35% (PLFS 2024)<\/strong>. This contradiction between education and employment highlights <strong>structural patriarchy<\/strong>.<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong>Sylvia Walby\u2019s theory of patriarchy<\/strong> helps explain this through:<\/span>\n<ul>\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong>Private patriarchy<\/strong>: Norms around domestic roles, early marriage, and caregiving.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong>Public patriarchy<\/strong>: Gendered wage gaps, unsafe workplaces, lack of maternity support.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Even when women &#8220;enter&#8221; the workforce, they&#8217;re often pushed into informal, low-paid, or invisible jobs.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><strong>\u27a4<\/strong> Female exclusion from the labour force is not just a <strong>choice<\/strong> or <strong>economic issue<\/strong>, but a <strong>structural and cultural problem<\/strong> rooted in <strong>public-private patriarchy<\/strong>.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Gig_Work_Urban_Distress_and_the_%E2%80%9CPrecariat%E2%80%9D\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong>Gig Work, Urban Distress, and the &#8220;Precariat&#8221;<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">India\u2019s urban labour market is witnessing a silent transformation:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-family: georgia, palatino, serif;\">Rise of gig platforms (Uber, Swiggy, Urban Company).<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">Migration-led job pressure in metros.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">Decline of manufacturing-led urban jobs.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">British sociologist <strong>Guy Standing<\/strong> calls this new class the <strong>\u201cprecariat\u201d<\/strong> \u2014 workers who have:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-family: georgia, palatino, serif;\">No job security.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">No social protection.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">No long-term prospects.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">\u201cThe precariat is not just economically insecure \u2014 it is politically volatile and socially excluded.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">These workers lack collective bargaining rights and often don\u2019t even know who their real employer is \u2014 a shift <strong>Manuel Castells<\/strong> predicted in his theory of the <strong>Network Society<\/strong>.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><strong>\u27a4<\/strong> The gig economy is creating <strong>new class divisions<\/strong>, changing the <strong>moral economy of labour<\/strong>, and replacing the security of traditional employment with <strong>algorithmic control<\/strong>.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"State_Labour_and_Neoliberalism_Milibands_Critique\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong>State, Labour, and Neoliberalism: Miliband\u2019s Critique<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">India\u2019s employment programmes \u2014 like <strong>Skill India<\/strong>, <strong>PLI<\/strong>, and <strong>Labour Codes (2020)<\/strong> \u2014 are aimed at efficiency and reform. But from a <strong>neo-Marxist perspective<\/strong>, they may reveal <strong>the state\u2019s bias towards capital<\/strong>.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><strong>Ralph Miliband<\/strong>, in <em>The State in Capitalist Society<\/em>, argued that even democratic states often serve the interests of the <strong>ruling class<\/strong>.
