justify;\"><span style=\"font-family: georgia, palatino, serif;\">With the launch of the <strong>Prime Minister Dhan-Dhaanya Krishi Yojana (PMDDKY)<\/strong> and the identification of <strong>100 Aspirational Agricultural Districts<\/strong>, the Indian state is once again engaging directly with the countryside. While the official discourse is focused on productivity and infrastructure, a sociologist must ask deeper questions:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-family: georgia, palatino, serif;\">What kind of rural transformation is being pursued?<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">Who benefits and who is left behind?<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">How do caste, class, gender, and ecology intersect in these new agrarian plans?<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Agriculture_as_a_Social_Institution_Not_Just_a_Sector\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong> Agriculture as a Social Institution, Not Just a Sector<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Agriculture in India is deeply embedded in <strong>social structures<\/strong>, especially <strong>caste<\/strong>, <strong>kinship<\/strong>, and <strong>community ties<\/strong>. Any policy aimed at transforming rural agriculture must be examined for how it affects these relations.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><strong>\u00a0M.N. Srinivas \u2013 <em>Dominant Caste<\/em> and Rural Power:<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">In many villages, access to <strong>land, irrigation, and credit<\/strong> is historically skewed in favour of dominant castes (e.g., Jats in Haryana, Patels in Gujarat, Kammas in Andhra).<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-family: georgia, palatino, serif;\">Will PMDDKY challenge or reinforce existing hierarchies in the control of agricultural resources?<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">How will subsidies, irrigation, and credit be distributed across caste lines?<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><strong>\u27a4<\/strong>Without caste-sensitive implementation, such schemes may <strong>reproduce rural inequality<\/strong>, rather than reduce it.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Aspirational_Agriculture_Development_or_Displacement\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong> Aspirational Agriculture: Development or Displacement?<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">The \u201caspirational\u201d label evokes the <strong>Aspirational Districts Programme<\/strong> \u2014 focusing on convergence and development in backward regions. But in rural sociology, development is <strong>not neutral<\/strong>.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><strong>A.R. Desai \u2013 <em>Rural Transformation under State Capitalism<\/em>:<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Desai critiqued how state-led agrarian development often benefits <strong>capitalist farmers<\/strong> and entrenches <strong>agrarian inequality<\/strong>.<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-family: georgia, palatino, serif;\">The PMDDKY&#8217;s convergence model (\u20b924,000 crore annually) could favor <strong>regions with better administrative capacity<\/strong>.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">Marginal farmers and tenants \u2014 who often lack land titles \u2014 may be excluded from credit and input subsidies.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><strong>\u27a4<\/strong> &#8220;Development&#8221; must be understood as a <strong>conflict-laden process<\/strong>, where <strong>benefits and burdens<\/strong> are unequally distributed.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Sustainable_Agriculture_Environmental_Sociology_Matters\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong> Sustainable Agriculture: Environmental Sociology Matters<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">PMDDKY talks of <strong>sustainable agricultural practices<\/strong> and <strong>crop diversification<\/strong>. This brings environmental sociology to the fore.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><strong>Ulrich Beck \u2013 <em>Risk Society<\/em>:<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Modern farming systems, with chemical inputs and monoculture, have generated <strong>ecological risks<\/strong> (soil degradation, water stress). Sustainable practices aim to reverse this.<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-family: georgia, palatino, serif;\">Can small and marginal farmers afford to shift to organic or diversified farming?<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">Are local knowledge systems (e.g., indigenous crop varieties, traditional water management) being integrated?<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><strong>\u27a4<\/strong> Sustainability is not just technological \u2014 it must be <strong>socially inclusive and culturally grounded<\/strong>.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Irrigation_Infrastructure_and_Social_Capital\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong> Irrigation, Infrastructure, and Social Capital<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">One key objective of PMDDKY is <strong>improving irrigation facilities<\/strong> and <strong>post-harvest infrastructure<\/strong> at the panchayat level. While this seems technical, it deeply impacts <strong>rural social structure<\/strong>.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><strong>Robert Chambers \u2013 <em>Participatory Rural Appraisal<\/em>:<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Chambers emphasized the importance of <strong>bottom-up planning<\/strong> and <strong>local knowledge<\/strong>. Who controls irrigation resources often reflects <strong>village hierarchies<\/strong>.<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-family: georgia, palatino, serif;\">Will water distribution be equitable, or captured by local elites?<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">Will Panchayats have real autonomy, or will implementation be top-down?<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><strong>\u27a4<\/strong> <strong>Infrastructure is not apolitical<\/strong> \u2014 it reflects and reshapes <strong>local power dynamics<\/strong>.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Credit_Markets_and_Agrarian_Class_Structure\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong> Credit, Markets, and Agrarian Class Structure<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">The plan aims to improve access to <strong>both short- and long-term credit<\/strong> for farmers.
