<strong>Drugs and Cosmetics Act, 1940<\/strong>. But why were such reforms delayed until a crisis forced them?<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><strong>Michel Foucault \u2013 <em>Biopolitics and Governmentality<\/em>:<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Foucault explained how modern states exercise <strong>control over bodies and populations<\/strong> through subtle regulatory mechanisms \u2014 what he termed <strong>biopolitics<\/strong>.<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-family: georgia, palatino, serif;\">The Indian state, through Schedule M, is reasserting <strong>biopolitical control<\/strong> over drug manufacturing.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">However, the <strong>delay in enforcement<\/strong>, despite multiple incidents of adulterated drugs (in Gambia, Uzbekistan, India), reveals a <strong>weak regulatory state<\/strong>.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><strong>\u27a4<\/strong> Biopower is only effective when <strong>state capacity is matched with political will<\/strong>. In India, <strong>fragmented regulation and bureaucratic inertia<\/strong> often render such controls <strong>reactive<\/strong> rather than preventive.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Global_Capitalism_and_the_%E2%80%9CPharmacy_of_the_World%E2%80%9D\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong> Global Capitalism and the \u201cPharmacy of the World\u201d<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">India is often celebrated as the <strong>&#8220;Pharmacy of the Global South&#8221;<\/strong>, exporting generic drugs to over 200 countries.
