According to the 2024 World Air Quality Report by IQAir, 9 of the world\u2019s 10 most polluted cities are in India, with Begusarai, Bihar, topping the list. Chronic exposure to air pollution not only undermines public health but also affects economic productivity and environmental sustainability. India\u2019s journey towards sustainable air quality is, therefore, both a public health necessity and a developmental imperative.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Understanding_the_Air_Pollution_Crisis\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong>Understanding the Air Pollution justify;\">\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong>Vehicular Emissions<\/strong>: Rapid urbanisation and rising vehicle ownership have led to increased emissions of nitrogen oxides and particulate matter.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong>Industrial Pollution<\/strong>: Thermal power plants, brick kilns, and small-scale industries often rely on low-quality fuels.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong>Biomass Burning<\/strong>: Over 50% of rural households still use solid fuels like firewood and dung cakes for cooking.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong>Crop Residue Burning<\/strong>: Particularly in Punjab, Haryana, and western Uttar Pradesh, post-harvest stubble burning during October\u2013November severely impacts air quality in northern India.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong>Construction Dust<\/strong>: Unregulated construction activities contribute significantly to PM2.5 levels.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong>Seasonal Factors<\/strong>: Winters trap pollutants closer to the surface due to temperature inversion.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">The <strong>Health Effects Institute (HEI)<\/strong> reported in 2024 that exposure to air pollution caused 1.6 million premature deaths in India in 2022 alone, with children and elderly populations most vulnerable.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Indias_Institutional_Framework_and_Policy_Response\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong>India\u2019s Institutional Framework and Policy style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Over the years, India has developed a multi-pronged strategy to improve air quality:<\/span><\/p>\n<ol style=\"text-align: justify;\">\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong> National Clean Air Programme (NCAP)<\/strong><\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Launched in 2019 and updated in 2023, NCAP aims to reduce PM2.5 and PM10 concentrations by <strong>40% by 2026<\/strong> (revised target) in 131 non-attainment cities. Key features include:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-family: georgia, palatino, serif;\">Preparation of city-specific action plans<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">Air quality monitoring network expansion<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">Public awareness campaigns<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">Source apportionment studies<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">In July 2024, the MoEFCC reported that <strong>95 cities<\/strong> showed improvement in PM10 levels over a 3-year average.<\/span><\/p>\n<ol style=\"text-align: justify;\" start=\"2\">\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong> Commission for Air Quality Management (CAQM)<\/strong><\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Established in 2021, CAQM has legal powers to coordinate and monitor air quality in the <strong>National Capital Region (NCR)<\/strong> and adjoining states.
