style=\"font-family: georgia, palatino, serif;\">Left-Wing Extremism (LWE), commonly referred to as the Naxalite or Maoist insurgency, has posed one of the most persistent internal security challenges in India. Despite considerable progress over the past decade, remnants of the movement still persist in parts of Central and Eastern India. Understanding the historical roots, underlying causes, and current status of LWE is crucial for policy makers, security agencies, and civil society to work collaboratively towards sustainable peace and development.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Historical_Background\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong>Historical Background<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">LWE in India can be traced back to <strong>1967<\/strong>, when a peasant uprising led by <strong>Charu Majumdar<\/strong> and <strong>Kanu Sanyal<\/strong> erupted in the village of <strong>Naxalbari<\/strong> in West Bengal. Inspired by Maoist ideology, this movement aimed to overthrow the Indian state through armed revolution and establish a &#8220;people\u2019s government.&#8221; Though initially suppressed, the movement found fertile ground in various parts of the country, particularly among the marginalised tribal and rural populations.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Over time, it evolved into a full-fledged insurgency, spearheaded by the <strong>Communist Party of India (Maoist)<\/strong>, formed in <strong>2004<\/strong> by the merger of the People&#8217;s War Group (PWG) and the Maoist Communist Centre (MCC).<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Geographical_Spread_and_Red_Corridor\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong>Geographical Spread and Red Corridor<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">At its peak around <strong>2010<\/strong>, LWE affected over <strong>200 districts<\/strong> across <strong>20 states<\/strong>, covering what is known as the <strong>\u201cRed Corridor\u201d<\/strong>\u2014stretching from Andhra Pradesh and Telangana in the south to Bihar and West Bengal in the east, and from Odisha to parts of Maharashtra, Jharkhand, and Chhattisgarh.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">However, due to sustained counter-insurgency efforts and development initiatives, the number of affected districts has significantly declined. Failure to effectively implement the <strong>Forest Rights Act (2006)<\/strong> in several areas has deepened grievances.<\/span><\/p>\n<ol style=\"text-align: justify;\" start=\"2\">\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong> Poverty and Unemployment<\/strong><\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">The regions affected by LWE typically have high levels of poverty, illiteracy, and unemployment. The <strong>NITI Aayog Multidimensional Poverty Index (MPI) 2023<\/strong> highlights that many LWE-affected districts rank among the poorest in India.<\/span><\/p>\n<ol style=\"text-align: justify;\" start=\"3\">\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong> Governance Vacuum<\/strong><\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Remote tribal areas often lack basic administrative infrastructure, public services, and security presence. Training, Actionable Intelligence, Dashboard-based KPIs, Harnessing Technology, and No Access to Financing<\/strong>.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong>CAPF Deployment<\/strong>: Central Armed Police Forces, including CRPF\u2019s specialized <strong>COBRA units<\/strong>, are deployed in LWE areas for focused operations.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong>Greyhounds<\/strong> in Telangana and Andhra Pradesh remain among the most effective anti-LWE forces.<\/span><\/li>\n<\/ul>\n<ol style=\"text-align: justify;\" start=\"2\">\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong> Development Initiatives<\/strong><\/span><\/li>\n<\/ol>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong>Aspirational Districts Programme (2018)<\/strong>: Many LWE-affected districts were brought under this flagship NITI Aayog initiative to accelerate development through convergence and competition.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong>Special Central Assistance (SCA)<\/strong>: Funds provided to the most affected districts for improving road connectivity, healthcare, education, and skill development.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong>Road Requirement Plan (RRP-I)<\/strong>: Targeted construction of over <strong>5,400 km of roads<\/strong> in LWE regions, with over <strong>4,800 km completed<\/strong> as of 2024.<\/span><\/li>\n<\/ul>\n<ol style=\"text-align: justify;\" start=\"3\">\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong> Surrender and Rehabilitation<\/strong><\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">States like Chhattisgarh, Odisha, and Jharkhand have implemented attractive <strong>surrender and rehabilitation policies<\/strong> providing financial incentives, skill training, and reintegration support for former cadres.<\/span><\/p>\n<h2 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"Current_Status_and_Trends\"><\/span><span style=\"font-family: georgia, palatino, serif;\"><strong>Current Status and Trends<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">According to the <strong>MHA Annual Report 2024\u201325<\/strong>:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-family: georgia, palatino, serif;\">LWE-related violent incidents declined by over <strong>77%<\/strong> from <strong>2,258 in 2009<\/strong> to <strong>509 in 2023<\/strong>.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\">Civilian casualties have dropped by <strong>90%<\/strong> in the same period.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong>Over 2,500 Maoist cadres<\/strong> have surrendered in the last 5 years.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Notably, Chhattisgarh continues to remain a major hotspot, particularly the <strong>Bastar region<\/strong>, despite high investment in counter-insurgency operations. Maoists continue to exploit local issues like displacement due to mining or land acquisition.<\/span><\/p>\n<ol style=\"text-align: justify;\" start=\"2\">\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong> Balancing Security with Rights<\/strong><\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Human rights violations by security forces can erode legitimacy. A people-centric approach is essential to winning hearts and minds.<\/span><\/p>\n<ol style=\"text-align: justify;\" start=\"3\">\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong> Sustainable Development<\/strong><\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Superficial development without participation of local communities may breed further resentment.
