He also highlighted the importance of proper <strong>training and orientation<\/strong> of community development personnel like <strong>Gramsevaks<\/strong>. While he acknowledged the <strong>positive outcomes<\/strong> of the <strong>Community Development Programme\u2014such as strengthened village solidarity, infrastructure creation, and increased visibility of government<\/strong>\u2014he also criticized its <strong>faulty implementation<\/strong>, particularly the bureaucratic tendency to please superiors rather than serve villagers.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong>R. Desai<\/strong>, from a Marxist perspective, pointed out that caste and class hierarchies were largely ignored in development planning. As a result, dominant castes continued to capture the benefits, while <strong>lower castes remained marginalized<\/strong>. Instead of transforming rural power structures, community development programs often <strong>reinforced existing inequalities<\/strong>, failing to bring about genuine social change.<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif;\"><strong>Oscar Lewis<\/strong>, an American anthropologist, observed that Indian bureaucrats lacked a <strong>&#8220;service mentality&#8221;<\/strong>. He noted that officials were more focused on enforcing policy and reporting success rather than engaging empathetically with local communities.
