With over 70 million PWDs in India, the need goes beyond just improving digital accessibility; a comprehensive transformation across all sectors is essential to ensure their full and meaningful participation. font-family: georgia, palatino, serif;\">Despite India&#8217;s goal of becoming a $1 trillion digital economy, many digital platforms, e-governance services, and fintech solutions remain inaccessible to PwDs due to a lack of assistive technology and inclusive design.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-family: georgia, palatino, serif;\"><span style=\"font-weight: 400;\">The <\/span><span style=\"font-weight: 400;\">Digital Personal Data Protection (DPDP) Act, 2023<\/span><span style=\"font-weight: 400;\"> mandates \u2018verifiable consent\u2019 from a guardian, limiting the autonomy of PwDs rather than enabling their independent digital participation.<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-family: georgia, palatino, serif;\"><span style=\"font-weight: 400;\">Many government websites and digital services do not comply with <\/span><span style=\"font-weight: 400;\">ICT Accessibility Standard IS 17802<\/span><span style=\"font-weight: 400;\">, further isolating PwDs in the digital space.<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-family: georgia, palatino, serif;\"><span style=\"font-weight: 400;\">According to a <\/span><span style=\"font-weight: 400;\">Digital Empowerment Foundation (DEF) study (2024)<\/span><span style=\"font-weight: 400;\">, only <\/span><b>36.61%<\/b><span style=\"font-weight: 400;\"> of PwDs regularly use digital services, often encountering usability challenges.<\/span><\/span><\/li>\n<\/ul>\n<h3 style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><b>Employment and Economic Marginalization<\/b><\/span><\/h3>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; font-family: georgia, palatino, serif;\">Many companies opt to pay fines rather than comply with disability hiring quotas, while the informal sector remains largely unregulated in this regard.<\/span><\/li>\n<\/ul>\n<h3 style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><b>Limited Inclusion in Healthcare and Social Welfare Schemes<\/b><\/span><\/h3>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; font-family: georgia, palatino, serif;\">PwDs struggle to access healthcare due to inaccessible hospitals, a shortage of specialized medical personnel, and inadequate disability-friendly health insurance policies.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-family: georgia, palatino, serif;\"><span style=\"font-weight: 400;\">Most public health schemes, including <\/span><span style=\"font-weight: 400;\">Ayushman Bharat<\/span><span style=\"font-weight: 400;\">, do not sufficiently cover assistive devices, rehabilitation therapies, or long-term disability care.<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; font-family: georgia, palatino, serif;\">Mental health services for PwDs are significantly underdeveloped.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; font-family: georgia, palatino, serif;\">Insurance coverage for PwDs is limited, leading to high out-of-pocket expenses and restricted access to essential healthcare.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-family: georgia, palatino, serif;\"><span style=\"font-weight: 400;\">More than <\/span><b>1,400 complaints<\/b><span style=\"font-weight: 400;\"> related to accessibility have been filed through the <\/span><span style=\"font-weight: 400;\">Sugamya Bharat<\/span><span style=\"font-weight: 400;\"> mobile application since its launch in 2021.<\/span><\/span><\/li>\n<\/ul>\n<h3 style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><b>Lack of Disability-Inclusive Urban Planning<\/b><\/span><\/h3>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-family: georgia, palatino, serif;\"><span style=\"font-weight: 400;\">Despite the launch of the <\/span><span style=\"font-weight: 400;\">Accessible India Campaign (Sugamya Bharat Abhiyan)<\/span><span style=\"font-weight: 400;\"> in 2015, most public spaces, transport systems, and urban infrastructure remain inaccessible to PwDs.<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; font-family: georgia, palatino, serif;\">Housing policies rarely enforce accessibility norms, making even private accommodations difficult for PwDs to access.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-family: georgia, palatino, serif;\"><span style=\"font-weight: 400;\">A 2018 report revealed that only <\/span><b>3%<\/b><span style=\"font-weight: 400;\"> of India&#8217;s buildings are fully accessible.<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; font-family: georgia, palatino, serif;\">Railway stations often lack proper ramps, forcing PwDs to rely on escalators or overcrowded lifts, which are frequently used by able-bodied passengers.<\/span><\/li>\n<\/ul>\n<h3 style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><b>Disproportionate Impact of Climate Change and Disasters<\/b><\/span><\/h3>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; font-family: georgia, palatino, serif;\">PwDs are among the most vulnerable groups during climate disasters and extreme weather events, as evacuation protocols, emergency shelters, and relief measures rarely accommodate their needs.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;
