More than\u00a050% of the country\u2019s population\u00a0is forecast to be living in cities by 2030. This is a major challenge for the government because the country\u2019s cities lack the infrastructure (affordable housing, roads) and basic services (sanitation, water, health care) for existing inhabitants, let alone the influx of people over the next decade.<\/li>\n<li>Globally,\u00a0one in eight people live in slums\u00a0where they face issues of durable housing, access to safe drinking water and toilets, and insecure tenure. In India,\u00a0one in every six city\u00a0residents lives in a slum.<\/li>\n<li>However, estimates of slum populations differ widely in many Indian cities due to differences in the counting criteria. For example, in\u00a0Mumbaiand\u00a0Delhi, it is estimated that more than 50% of the populations live in slums, but the 2011 Indian Census put the figures at\u00a041.3% and 14.6%, respectively.<a href=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/mliiypxlir-1546590380.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-2598\" src=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/mliiypxlir-1546590380-828x1024.jpg\" alt=\"\" width=\"828\" height=\"1024\" srcset=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/mliiypxlir-1546590380-828x1024.jpg 828w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/mliiypxlir-1546590380-121x150.jpg 121w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/mliiypxlir-1546590380-243x300.jpg 243w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/mliiypxlir-1546590380-768x950.jpg 768w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/mliiypxlir-1546590380.jpg 1000w\" sizes=\"auto, (max-width: 828px) 100vw, 828px\" \/><\/a><\/li>\n<li>Launching the national\u00a0Smart City Mission\u00a0in 2016, Indian Prime Minister Narendra Modi\u00a0said: \u201cIf anything has the potential to mitigate poverty it is our cities.\u201d He said the mission, which has a target of 100 smart cities, aims to ensure access to basic services for the people. This includes\u00a0houses for the urban poor.<\/li>\n<li>The programme aims to fulfil the aspirations and needs of the citizens through comprehensive development of\u00a0institutional, physical, social and economic infrastructure. This comprehensive development would also ensure increased public participation, Modi said.<\/li>\n<\/ul>\n<h3 class=\"cms-block cms-block-heading\">Smart city plan has a dark side:-<\/h3>\n<ul>\n<li>In one of the 100 cities selected for the Smart City Mission,\u00a0Patna, I\u00a0witnessed\u00a0the flip side of the smart city. Patna, the capital of the state of Bihar, has a rich history, but\u00a063% of its population\u00a0lives in slums. And 93% of them are from the historically oppressed \u201cscheduled castes\u201d and \u201cOther Backward Classes\u201d (based on data collected in 42 slums).<\/li>\n<li>The city administration often demolishes slums\u00a0without following due process of law\u00a0in order to seize the land in the name of beautification and development of Patna.<\/li>\n<li>In slums like Meena Bazar (near the famous Nalanda Medical College Hospital) and Amu Kuda Basti (near Patna airport) people have been living for generations in houses often partially funded by government housing projects. These have been bulldozed.<\/li>\n<li><a href=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/qwpacukfnu-1546590540.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-2599\" src=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/qwpacukfnu-1546590540.jpeg\" alt=\"\" width=\"1000\" height=\"750\" srcset=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/qwpacukfnu-1546590540.jpeg 1000w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/qwpacukfnu-1546590540-150x113.jpeg 150w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/qwpacukfnu-1546590540-300x225.jpeg 300w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/qwpacukfnu-1546590540-768x576.jpeg 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/a><\/li>\n<li>The city administration usually makes ad hoc loudspeaker announcements before bulldozing these settlements. A massive police presence and riot vehicles are on hand in case residents protest the demolitions. The officials use derogatory language and forcefully enter houses and thrash male members, said women in Amu Kuda Basti.<\/li>\n<li>The government could have given them more time or relocated them elsewhere in the city, rather than just bulldozing their houses, which they had built with hard-earned money, the slum dwellers said.<\/li>\n<li>There is apparently reason to smash these homes. There always is. The usual arguments for demolition include: beautification of the city, construction of a government building or enterprise, extension of the airport, crime locations, governance, illegality, encroachment etc. The state says demolitions of such slums are necessary for the development of the city.<\/li>\n<li><a href=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/zbktmuplvb-1546590490.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-2600\" src=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/zbktmuplvb-1546590490.jpeg\" alt=\"\" width=\"1000\" height=\"750\" srcset=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/zbktmuplvb-1546590490.jpeg 1000w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/zbktmuplvb-1546590490-150x113.jpeg 150w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/zbktmuplvb-1546590490-300x225.jpeg 300w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/zbktmuplvb-1546590490-768x576.jpeg 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/a><\/li>\n<li>In 2011, the state proposed a slum policy to relocate slum dwellers who had lived in the city for generations to the outskirts in a plan to develop Patna and make it a smart city, says\u00a0Kishori Das, an advocate for the rights of slum dwellers. Faced with widespread protests, the state deferred the policy, but it is silently applying it on the ground, he said.<\/li>\n<\/ul>\n<h3 class=\"cms-block cms-block-heading\">Who speaks for the marginalised?<\/h3>\n<ul>\n<li>Local residents and mainstream media are not reporting these demolitions and forced evictions, especially when it happens in non-metro cities like Patna. Civil society and advocacy NGOs also take little notice of these frequent demolitions, probably due to\u00a0threats to life\u00a0and, if not, then to cooption by the state. The roles of the ruling party and the Opposition are also dubious.<\/li>\n<li>Bihar has been ruled by leaders who attracted votes by campaigning on issues of poverty, caste and social justice for the past three decades. In the early 1990s, the prominent leader Lalu Prasad Yadav mobilised the poor and the oppressed caste groups through the slogan of \u201cVikas Nahin, Samman Chahiye\u201d (we want dignity, not development). The sitting chief minister, Nitish Kumar, also known as Sushaasan Babu (good governance man), adopted the slogan \u201cNyay Ke Saath Vikas\u201d (development with justice).<\/li>\n<li>However, the frequent injustices suffered by the urban poor negate the political commitment. These actions are also in conflict with the principles of the Indian Constitution, which frames justice as a balancing wheel between the haves and the have-nots.<\/li>\n<li><a href=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/stusiamjsc-1546590566.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-2601\" src=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/stusiamjsc-1546590566.jpg\" alt=\"\" width=\"1000\" height=\"750\" srcset=\"https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/stusiamjsc-1546590566.jpg 1000w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/stusiamjsc-1546590566-150x113.jpg 150w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/stusiamjsc-1546590566-300x225.jpg 300w, https:\/\/triumphias.com\/blog\/wp-content\/uploads\/2019\/01\/stusiamjsc-1546590566-768x576.jpg 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/a><\/li>\n<li>These challenges are not limited to one city. In the name of smart and developed cities, the government is not only\u00a0taking over urban land where millions of the poor have lived\u00a0for decades but is also\u00a0acquiring fertile land\u00a0and\u00a0violating the constitutional rights\u00a0of farmers, tribes and other indigenous groups in various cities.<\/li>\n<li>These reports of struggle and forced evictions contradict the statements by Modi that the development of smart cities would strictly follow\u00a0large-scale public participation\u00a0in preparing these plans.<\/li>\n<li>Slum demolitions reveal a dark side to making Indian cities smart and cast serious doubt on claimed government commitment to the urban poor. These actions hardly live up to the idea of the rights of the poor. It became more challenging when the head of the biggest democracy in the world denounces those who speak up for the poor, oppressed and voiceless as \u201curban Naxals\u201d.<\/li>\n<li>In the\u00a0words of Abraham Lincoln, democracy is \u201cgovernment of the people, by the people, for the people\u201d. For India, this means the urban poor need help both from political parties and the civil society so that their voice finds expression and their demands and concerns are heard and considered in public policy.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Relevant for Sociology, Essay &amp; GS Paper 1:- India\u2019s urban population is growing.
