Suppose after an evening jogging session you intend to satisfy your thirst and see a cold drink bottle you have that CoI; whether to go for that cold drink or resist yourself and stick to your health regimen by delaying your gratification.\u00a0<\/span><\/p>\n<h3 style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif; color: #993300;\"><strong>Definition:<\/strong><\/span><\/h3>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><strong>Michael McDonald<\/strong> \u2013 the American philosopher and thinker &#8211; defines the term &#8220;conflict of interest&#8221; as &#8220;a situation in which a person, such as a public official, an employee, or a professional, has a private or personal interest \u201csufficient to appear to influence\u201d the objective exercise of his or her official duties.&#8221;<\/span><\/p>\n<h3 style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif; color: #993300;\"><strong>Based on McDonald, there are three key elements: <\/strong><\/span><\/h3>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">1) a private or personal interest\u2014often (but not always) a financial interest; 2) official duty &#8211; quite literally the duty you have because you have a mandate owing to you holding a position in office or act in an official capacity; and<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">3) conflicts of interest interfering with professional responsibilities in a specific way, namely, by interfering with objective professional judgment.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><strong>McDonald<\/strong> <strong>further emphasizes that conflict of interest is an ethical issue.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Whenever the official lacks ethical standard there is potential risk for underlying conflict of interest.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\"><strong>The factors contributing to a conflict of interest can be considered as five main components. <\/strong><\/span><\/p>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">First, the individual factor which comprises of personal values, belief, attitudes and behaviour.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Second, the economic factor which involves official\u2019s incomes and indebtedness.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Third, the social factor such as societal values, moral and ethical framework, position, patronage system and nepotism, and role model of top leaders and supervisors.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Fourth, legal factor including rules and procedures: some pitfalls are outdated laws with legal loopholes, lack of rules of law and auditing system.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: georgia, palatino, serif;\">Fifth, the environmental factors, such as organizational culture, expectations and traditional practices of government officials.<\/span><\/li>\n<\/ul>\n<hr \/>\n<h2><span class=\"ez-toc-section\" id=\"Related_Blogs_%E2%80%A6\"><\/span><span style=\"font-family: georgia, palatino, serif;\">Related Blogs &#8230;<\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<table style=\"border-collapse: collapse;
