{"id":1018,"date":"2018-06-08T17:41:18","date_gmt":"2018-06-08T12:11:18","guid":{"rendered":"https:\/\/triumphias.com\/blog\/?p=1018"},"modified":"2018-06-08T17:41:18","modified_gmt":"2018-06-08T12:11:18","slug":"mains-focus-9th-june-2018","status":"publish","type":"post","link":"https:\/\/triumphias.com\/blog\/mains-focus-9th-june-2018\/","title":{"rendered":"Mains Focus-9th June 2018"},"content":{"rendered":"<h3>Paper 2: Government policies &amp; interventions for development in various sectors &amp; issues arising out of their design &amp; implementation<\/h3>\n<h3>No to Hague Treaty<\/h3>\n<h3><span style=\"font-family: arial, helvetica, sans-serif; font-size: 16px;\">Why in News?<\/span><\/h3>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">The government is not yet ready to sign the Hague treaty on the inter-country abduction of children by parents fleeing a bad marriage<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">The government has long held the view that the decision could lead to harassment of women escaping marital discord or domestic violence<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">There has been immense pressure from the U.S. on the government to sign the treaty<\/span><\/li>\n<\/ul>\n<h3>Why India is not ready to sign ?<\/h3>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">A committee constituted by the Centre to examine legal issues involved in international parental abduction submitted its report in April, opposing a central provision of the Hague Convention<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">It said that the criterion of habitual residence of the child, which is used to determine whether the child was wrongfully removed by a parent as well as to seek the return of the child to the country of habitual residence, was not in the best interest of the child<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">It also recommended setting up of a Child Removal Disputes Resolution Authority to act as a nodal body to decide on the custody of the child as well as a model law to deal with such disputes<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">The government is contemplating assigning the National Commission for Protection of Children the responsibility to adjudicate on such cases along with a judicial expert<\/span><\/li>\n<\/ul>\n<hr \/>\n<h3>Paper-3: Conservation ,Environmental Pollution and Degradation,Environmental Impact Assessment.<\/h3>\n<h3 class=\"title\">Science-based targets<\/h3>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\"><strong>What is &#8216;Science Based Targets&#8217;?<\/strong><\/span><\/p>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">Science Based Targets is a joint initiative of CDP, the UN Global Compact (UNGC), the World Resources Institute (WRI) and WWF.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">It is an initiative to drive corporate climate actions globally.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">It sets emissions reduction targets to ensure that the transformational action is aligned with current climate science.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">It is &#8216;science-based&#8217; as it is in line with the scale required to keep global temperature increase below 2\u00b0C compared to pre-industrial temperatures.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">\u2018Science-based target setting\u2019 is a way of boosting companies\u2019 competitive advantage in transition to a low-carbon economy.<\/span><\/li>\n<\/ul>\n<p><strong><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">Uniqueness of this Initiative<\/span><\/strong><\/p>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">It is the criterion that companies need to commit to setting supply chain or \u2018scope 3\u2019 targets. That is, if more than 40 per cent of a company\u2019s emissions occur in its supply chain, then the company has to commit to reducing those emissions as well as its direct emissions. <\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">This has the potential to rapidly escalate the impact of science-based target setting on global emissions, since all companies operate within a value chain.<\/span><\/li>\n<\/ul>\n<p><strong><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">For India-Its Significance<\/span><\/strong><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">India has committed to generate at least 40% of its electricity from non-fossil fuel sources.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">A decrease in carbon emission intensity of GDP by 33 to 35% by 2030 has also been committed.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">Indian companies and multinationals operating in India have a major role in this.<\/span><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">Sixteen Indian companies have committed to set science-based targets.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">They have secured themselves competitive advantage in the transition.<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14px;\">Mahindra Sanyo Steel became the first Indian company to set its science-based target.
